Duties

Help

The employee is responsible for assisting in the strategic planning and execution of government affairs strategy, as well as the facilitation, coordination, and communication of information to the Congress, state and local officials, and the public on a wide-range of issues related to Federal support for science and engineering research and education. Specific duties include:

  • Responsible for assisting in the strategic planning and execution of government affairs strategy, as well as the facilitation, coordination, and communication of information to the Congress, state and local officials, and the public.
  • Assisting in the development and implementation of aggressive outreach strategies.
  • Utilizing comprehensive knowledge of a wide range of science, technology and educational issues, develops sources of information as well as identifies and performs analyses of issues pertinent to the agency.
  • Reviewing NSF and OLPA products for accuracy, adequacy and conformance with agency priorities, messages, policies and procedures.
  • Identifying legislative and other issues important to NSF and the science and engineering research and education community. Analyzing and monitoring progress of legislation with respect to its impact on the Foundation and the science and engineering research and education community and recommending appropriate actions to be taken by NSF to effectively participate in the Congressional consideration of relevant legislation.
  • Establishing and maintaining effective working relationships with Members of Congress, Congressional staff, NSF staff, state and local officials, and representatives of the science and engineering research and education community.
  • Supporting the maintenance of the congressional grant notification system and the congressional report tracking system.
  • Assisting in the coordination and development of NSF positions and testimony on legislative issues and Congressional hearing important for science and technology.
  • Attending and preparing analyses of Congressional and legislative activity, state and local and other external activities pertaining to issues important to NSF and the science and engineering research and education community.

Qualifications

For the GS-12 level, you must have at least one year of specialized experience equivalent to the GS-11 level in federal service. Examples of experience include: applying a variety of analytical techniques to gather, analyze and evaluate complex policy and legislative issues to make recommendations; establishing, developing, and maintaining relationships with policymakers at the federal and/or state and local levels; assisting in the planning, development, and execution of outreach initiatives; assisting in the development and implementation of legislative strategies; participating in the Federal legislative process on Capitol Hill; and supporting the legislative clearance process.

For the GS-13 level, you must have at least one year of specialized experience equivalent to the GS-12 level in federal service. Examples of experience include: applying a variety of analytical techniques to gather, analyze and evaluate complex policy and legislative issues to make recommendations; establishing, developing, and maintaining relationships with Members of Congress and Congressional Staff with an interest in STEM topics; participating in the planning and development of Congressional hearing testimony, associated background materials, and reports for Congressional hearings and debates; assisting in the planning, development, implementation and execution of legislative strategies; participating in the Federal legislative process on Capitol Hill with Members of Congress; and supporting the legislative clearance process, interacting with OMB as necessary.

In addition to meeting the minimum qualification requirements described above, all candidates must meet the following selective factor.  Candidates who do not show that they meet the selective factor will no longer receive consideration for the position.

Selective Factor: Experience with the Federal legislative process, and with planning and executing government affairs strategies in the areas of science and technology.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Category rating procedures will be used to rank and select eligibles.  Based on your responses to the occupational questionnaire, you will be assigned a score.  Your score will determine in which of three categories you will be placed:  Excellent, Very Good, or Good.  Under this process, veterans will be assigned to the appropriate category (without additional preference points) and then placed at the top of their category. Veterans with service-connected disability of 10% or more will be placed at the top of the highest quality category.
