Duties

Help

As a Facility Design and Project Management Specialist, GS-1601-12, you will:

Administer, coordinate, and verify design work and projects performed by A&E firms, characterized by large funding costs and long duration times.

Prepare design scopes of work that reference NGB design criteria and establishes standards for project design.

Select or recommend selection of A&E firms for award of design contracts.

Manage and schedule design development and obtains Federal/state approval at each design stage through to completion.

Chair and coordinate meetings between facility users and design teams (comprised of Contract Manager, A & E Firm, user, Environmental Manager, Maintenance and Repair, Range Officer, & Logistics/ Ammunitions Officer) and ensure that work stays within NGB design and space criteria for economical utilization of facilities and equipment.

Manage reviewing, accepting or amending work by A&E firms and rejecting work not meeting established standards.

Review payment requests for accuracy, verifies work billed, and recommends payment.

Propose new policies and methods to meet unique mission requirements and develops new methods, as required.

Request construction funding.

Work in concert with the Contracting Officer, manage the bidding process and recommend award of construction contract to responsive bidder according to established guidelines.

Review contractors' description of materials and equipment for acceptability subsequent to contract award; review and approve shop drawings, work and material schedules; assist in coordinating construction and renovation activities; review contractors cost breakdown; and provide advice on proposed contract substitutions and/or deviations from contracts.

Administer, coordinate and verify construction work and projects performed by contractors involving large funding costs and long duration times.

Conduct regular construction progress meetings and resolve differences among the design team, contractors, and facility users.

Resolve disputes over plans and specifications.

Coordinate change orders, approvals and availability of funds.

Advise the Contracting Officer of project deviations.

Verify eligibility for partial payments to contractors on completed portions of overall projects.

Conduct substantial and final completion inspections and verifies expenditure of appropriated Federal and state funds.

Coordinate initial start-up and movement of users into the new facility.

Manage and verify work performed during the warranty period.

Resolve disputes between the contractor and maintenance personnel that arise during the warranty period and assigns responsibility for repair work.
Conduct end-of- warranty inspection.

Represent the CFMO at meetings and conferences with other ARNG representatives as well as NGB, state, and other government agencies.
Prepare and conduct briefings for all levels of government.

Provide guidance on the development of building environmental, energy, security, and communication systems both for programmed new construction and for retrofit of existing buildings.

Prepare initial plans and specifications for alterations/repairs.

Investigate construction requests to determine propriety.
Determine the initial scope of minor and recurring construction projects through coordination and consultation with using agencies.

Identify and/or recommend appropriate funding sources.

Review and process programming documents to include project booklets, initial cost estimates for construction, maintenance, or facilities repair projects and development of project booklets.

Review historical maintenance data and writes reports to explain technical difficulties in upgrading facilities; and recommends useable solutions to meet mission requirements.

Assist facility managers in determining safe, effective, and economical use and operation of ARNG facilities.

Provide guidance and input to the Improvement Program for ARNG Armories.

Act as a project manager for delegated armory improvement design and construction projects.

Coordinate with appropriate state agencies to obtain required approvals and permits for construction projects.

Function as a consultant to state and Federal agencies and serves as a member on A&E selection boards for those agencies.

Coordinate with military, Federal, state and local government agencies on matters concerning fire prevention, protection and suppression.

Coordinate major facility maintenance and construction projects with the Safety Office to ensure all safety factors are considered.

Perform inspections of new and altered facilities to ensure compliance with the Occupational, Safety and Health Act (OSHA) and contract specifications.

Administer, plan, coordinate, and direct the activities of subordinate personnel.

Possibly be on various types of employment status such as technician, AGR, or state employees.

Perform other duties as assigned.

  • Must meet DoDI 5000.66 requirements applicable to the duties of the position.
  • The employee must have completed the mandatory contracting courses prescribed by the Defense Acquisition Workforce Improvement Act (DAWIA) for Level 2 certification.
  • Must complete Level Three Certification within 24 months of appointment to the position.
  • Must be able to obtain and maintain a Secret Clearance.
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • Work may require access to classified information. Must be able to obtain and maintain the appropriate security clearance.
  • The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment.
  • Irregular and overtime (compensatory) hours may be required to support operational requirements or contingencies.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • The work may require the employee to drive a motor vehicle and if so, an appropriate valid driver?s license is required.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
  • Designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

Qualifications

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: managing, programing, and executing ARNG major/minor construction and renovation projects in a geographically separated area. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
