Duties

Help
  • Advise the Deputy to the Garrison Commander and Garrison Commander on resource management programs.
  • Serve as principal advisor and technical expert on financial management activities.
  • Serve as member and advisor to Program Budget Advisory committee.
  • Serve as Garrison certifying officer for all appropriated fund programs (including prior year adjustments).
  • Serve as career program manager for Army Civilian Career program for Comptrollership (CP-11).
  • Develop long and short range budgetary program requirements.
  • Perform supervisory duties to include developing performance plans, individual development plans and evaluating employee?s performance.
  • Provide oversight regarding fiscal policy and law, Program Objective Memorandum, Internal Management Controls, Installation Agreements and budget and program matters.
  • Provide oversight of Garrison force structure and equipment of the table of distribution and allowance.

  • Must be able to obtain and maintain a SECRET security clearance.
  • Required to submit a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • This is a Financial Management level 3 Certified position. Incumbent must obtain certification within the required time and is required to comply with all Department of Defense and Department of the Army requirements of this certification program.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: managing and analyzing installation level budget programs that includes financial management, budget services, manpower/management analysis, and program management; directing work of others; advising and briefing high level commands on resource management functions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

All applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcements.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
