Duties

Help

Human Capital Management supports the integration of policy, operations and oversight of approximately 350,000 VHA employees. The incumbent serves as the Director, Healthcare Leadership Talent Institute, within the VHA Chief Human Capital Management Office. As such, he/she is responsible for developing and implementing a VHA-wide comprehensive leadership development, talent management, and succession planning strategy to ensure a steady pipeline of VHA leaders. The Director, Healthcare Leadership Talent Institute will manage the talent for the largest healthcare system in the country.

Responsibilities for this position include, but are not limited to:

Provides executive leadership in developing, implementing, and maintaining an effective Succession Planning and Talent Management process to ensure a robust pool of ready candidates to fill mission critical positions across the VHA, in compliance with all applicable federal policies and regulations.

Oversees the development and implementation of policies, procedures and practices necessary to support talent management across VHA.

Guides collection of multi-dimensional talent assessment information on executives across VHA to identify those in the pipeline for key leadership positions and ensure they receive the work experiences, assignments, coaching/mentoring, and training necessary for building executive leadership skills.

Works with the Assistant Secretary for Human Resources and Administration, VA Chief Learning Officers and the VA Talent Development Council to develop policy, procedures, and practices to support leadership development across the department.

Provides direct coaching, mentoring and career guidance to healthcare executives across VHA.

Qualifications

To meet the minimum qualifications, applicants must possess the following technical and executive core qualifications. These qualifications would typically be gained through progressively responsible management or executive level assignments such as director of a regional office, medical facility or program manager. An individual's total experience, education and volunteer work experience must demonstrate the ability to perform the duties of the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TECHNICAL QUALIFICATION (TQ)s: In addition, all applicants must submit a written narrative response to the following specific TQ. Please label and include your name on each page. Please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled managing a large public or private sector organization that administers complex, rules-based benefits or services, etc. It is recommended that you draft your TQ in a word document and then upload into the system.

TQ1: Ability to manage, implement and direct a nation-wide leadership development, talent management, and succession planning program for a large healthcare organization.
