Duties

Help

The incumbent serves as the Agency’s Security Officer and a subject matter expert (SME) in suitability and personnel security matters related to disciplinary and adverse actions, medicals, drug testing, pre-employment check and inquiries (PECIs), and fitness-for-duty cases. Incumbent facilitates the implementation of human resources policy and procedures across human resources specialties.

  • Oversees and manages the development and implementation of policies and procedures for the OIG personnel security programs in accordance with HSPD-12, E-QIP and other relevant policies and directives.
  • Reviews, evaluates and adjudicates reports of investigations, personnel files, and other records on background investigations with serious issues. Prepares regular and special ad-hoc reports on programs, financial and confidential disclosure reports, and status reports.
  • Reviews, evaluates and adjudicates reports of investigations, personnel files, and other records on background investigations with serious issues, to determine whether to grant, deny, revoke, suspend, or restrict security clearances consistent with national security and/or to determine suitability/fitness.
  • Review OIGs (nationwide) positions to evaluate, and adjudicate reports of investigations, personnel files, and other records to determine whether to grant, deny, revoke, suspend, or restrict security clearances consistent with national security and/or suitability issues.
  • Writes and develops procedures consistent with laws and regulations concerning personnel security.  Directs high-level, controversial or extremely sensitive special studies or cases resolution actives.

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states:

Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service.

Specialized experience for this position is defined as experience serving as a technical expert for suitability background investigations; recommending personnel security investigative requirements; and providing authoritative information and assistance to management officials on personnel security policies and practices.

NOTE: A WRITING SAMPLE MAY BE REQUIRED AT THE TIME OF INTERVIEW. 

No Permanent Change of Station funds (PCS) will be offered.

Relocation Incentive will not be offered.

This position is outside the bargaining unit. 

This position will not be filled until the Department's Placement Assistance Programs have been fully utilized.
