MAJOR DUTIES

As a Health Scientist for the Division of Epidemiology, you use extensive knowledge and expertise in research methodology, maternal and child health, and leadership to serve as a program administrator, senior scientist, and supervisor.

Your major duties and responsibilities will include:

  • Serving as a technical expert in surveillance programs related to maternal, infant and child health.
  • Supervising administrative, technical and/or professional staff and provides leadership and guidance to staff on all matters related to the design, administration and monitoring of the National Survey of Children's Health (NSCH).
  • Directing activities that may include performance analytics and research that advances state of the art approaches in population level data collection and public health surveillance for maternal and child health populations.
  • Providing expertise and direction on the appropriate application of survey methodology as well as other qualitative and quantitative methods.
  • Establishing long and short term program goals, performance measures, policies, objectives and priorities based on knowledge of and professional experience in the field of maternal and child health and maternal and child health research and needs assessment.
  • Researching and writing reports or other working documents that provide authoritative guidance on complex and wide-impacting program issues related to the design, administration and management of the NSCH and surveillance efforts for maternal and child health populations.
  • Overseeing professional initiatives under contracts, grants and agreements in the performance of work necessary for designing, implementing, and monitoring the NSCH and dissemination of resultant data.

EDUCATION REQUIREMENTS:

You must have a Bachelor's or graduate degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position being advertised. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

You must provide a copy of your unofficial transcripts that verify that you meet this education requirement by the closing date of this announcement. A copy of a diploma is not acceptable as verification.

In order to qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.

Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

Examples of qualifying specialized experience at the GS-13 level include the following types of tasks performed on a regular and recurring basis:

Evaluating population level data related public health and/or health care delivery systems in order to make recommendations regarding the data's limitations, validity, interpretation, and usefulness; serving as a technical advisor on local, state or national public health data collection and analysis of studies or surveys related to maternal and/or child health (e.g., physical and mental health, health care access and quality, etc.); and, preparing and presenting results in reports, which state research methodology and pertinent findings for use in informing Federal public health care policy direction.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

  • DATA GATHERING AND ANALYSIS - Seeks or collects and synthesizes information from a variety of stakeholders and sources in an objective, unbiased manner to reach a conclusion, goal, or judgement and to enable strategic decision-making.
  • SCIENTIFIC WRITING - Prepares written documentation to transfer scientific information about concepts, situations, products, services, or results to audiences with varying levels of scientific knowledge.
  • PROJECT MANAGEMENT - Knowledge of the principles, methods, or tools for developing scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
