The incumbent serves as a scientist for the Plant Protection and Quarantine, Science and Technology Laboratory in Beltsville, Maryland. The incumbent serves as an authority in molecular and biochemical diagnosis of plant pests and provides final identification of plant pathogens and other plant pests based on state-of-the-art molecular and biochemical techniques for detecting, identifying, and differentiating plant pests, especially plant pathogens that threaten U.S. agriculture.

Duties

  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to:
  • Develop, validate and apply molecular diagnostic methods for confirmatory diagnosis of organisms intercepted or sampled in plant quarantine programs from various activities.
  • Review and evaluate current scientific literature and establish scientific collaborations for the exchanging of information on new diagnostic testing techniques, particularly for exotic organisms.
  • Evaluate the benefit and feasibility of adopting or adapting new technologies for Agency use and make recommendations to appropriate Agency managers.
  • Serve as an authority in resolving scientific problems associated with organisms encountered in quarantine programs which require molecular or biochemical diagnostic work to determine their identity.
  • Represent PPQ, Science and Technology as a molecular and biochemical diagnostics expert within the national and international scientific communities.
  • Contribute to the quality management program at the Science and Technology laboratory through the development, modification, review, and update of SOPs for methods and tests used by the laboratory.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.

BASIC REQUIREMENT: Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position;

OR Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.

FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Experience in applying the scientific principles of plant pathology, virology, microbiology, molecular biology, or other related sciences to develop and evaluate methods to support plant pathogen regulatory programs for disease control, management, exclusion or eradication.
  • Experience initiating and coordinating scientific investigations in response to program needs that support the development and/or evaluation of advanced, fit-for-purpose, technologies or protocols used for plant pathogen detection and identification, with emphasis on plant viruses.
  • Experience in validation of molecular and serological methods for diagnosis of plant pathogens, while focusing on quality control to ensure reliable outcomes and continual process improvement. Examples of relevant technologies include PCR, Real Time PCR, Isothermal and High Throughput Sequencing.
  • Experience with viral isolation from plant material, viral taxonomy and/or molecular characterization of plant viruses.
  • Experience analyzing, summarizing and communicating technical scientific results to a diverse audience (academic, federal and state agencies, industry and other) both written and orally.

TRANSCRIPTS are required:

- This position requires specific coursework or a degree in a specific field to be basically qualified.
- This education must have been successfully completed and obtained from an accredited school, college, or university
