Duties

Serve on the Joint Requirements Council (JRC).

Serve as an analyst for assigned programs, projects and/or major continuing areas of responsibility involving the development, deployment, and critical problem resolution for a series of cross-component portfolio teams.

Identify DHS mission areas as JRC assesses, analyzes, and devises courses of action to address joint capability needs and gaps.

Apply knowledge and professional competence in operations research or a related field.

Qualifications

Qualifications required:

You qualify for the GS-13 grade level if you are currently a GS-13 and meet the qualifications or you qualify for the GS-14 level if you are currently a GS-14 and meet the qualifications below.

  1. Serve as an analyst for assigned programs, projects and/or major continuing areas of responsibility involving the development, deployment, and critical problem resolution in key DHS mission areas as JRC assesses, analyzes, and devises alternative courses of action to address joint capability needs and gaps. The nature of the work is such that it can be performed based on knowledge and professional competence in operations research, systems engineering or a related field.
  2. Knowledge and skill in the development of analyses and products to define and shape alternatives for establishing effective strategies; defining strategic capability requirements; determining programming priorities; informing acquisition decisions; and informing resource allocation decisions within the context of JRC processes.
  3. Provide provision of technical assistance by advancing the development of appropriate and technically sound methodologies to critically evaluate candidate solutions against requirement criteria.
  4. Evaluate research, analysis, design, and assessment of capabilities, operational needs, requirements, concepts, and resources to merge, deconflict, and synchronize functional, organizational, and DOTMLPF requirements and solutions for the purposes of unifying and improving DHS cross-component capabilities.
Must currently hold a GS-13, 14, 15 , or equivalent in other pay system

EDUCATIONAL SUBSTITUTION: There is no educational substitution for this position.

Additional information

**DHS does not offer any additional benefits beyond that which the Federal employee is already receiving.

If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

Selected applicants for a JDA are requested to fulfill the items below during the JDA:

  1. Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  2. Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  3. Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  4. Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
