Duties

Help
  • Serves as the United States Army Corps of Engineers (USACE) Printing and Publications Program Manager responsible for leading, planning, coordinating, and managing programs, projects and assignments in support of the Office of the CIO.
  • Functions as expert with primary responsibility for the conduct, development, and oversight of publishing policy implementation within USACE and its subordinate commands.
  • Articulates and analyzes the criteria used for the preparation, production, control, and issuance of command publications.
  • Implements publishing operations for unclassified and classified departmental administrative publications and other selected departmental products and documents.
  • Ensures that policy interpretations are prepared that correctly resolve publications inquiries, problems, and conflicts.
  • Accurately interprets regulations, policies, and procedures before granting and denying waivers and requests for exception.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience (GS12): To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: applying comprehensive knowledge of program management processes, principles, methods and techniques to analyze and evaluate the publishing management program; interpreting policies, regulations, standards and directives to develop and determine program requirements, goals and objectives; and communicating effectively to address questions, concerns, issues relating to the publishing program. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service(GS-11).

Specialized Experience (GS13): To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: applying comprehensive knowledge of a broad range of policies, regulations, directives and standards in providing oversight, management and control of the organization's publishing management program; planning, organizing and executing programs in accordance with policies and procedures in developing solutions to program issues, goals and objectives; assisting with budget development; and communicating to key echelon to address the publishing program. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service(GS-12).

Specialized Experience (GS 14): To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: managing, planning, leading and coordinating the overall organization's publishing management program; providing oversight and management of analysis, development, interpretation, implementation and evaluation of the publishing management program policies, regulations, directives, procedures and standards to determine impact on the program and eliminate program bottlenecks and barriers; assisting with budget development; and communicating effectively to defend, negotiate and justify the publications program with senior leadership at various levels. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service(GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.
