Help

Duties to include but not limited to:

Acts as the liaison with the human resources office concerning personnel-related matters.
Handles the daily routine office operations of Voluntary Service including greeting walk-in visitors and volunteers, answering telephone, and providing accurate information concerning the VAVA program.
Initially screens prospective volunteers and coordinates their placement with the Voluntary Service Officer and other hospital staff.
Coordinates support aspects of special event programs assigned to Voluntary Service and assists in planning.
Assists with sending invitation to state organization and local dignitaries, making arrangement for deliveries, room set-up, programs, refreshments, and similar support needs of conducting events.
Assists in planning and coordinating the Annual Volunteer Awards Recognition program for the Medical Center as well as the Youth Volunteer program and activities.
Serves as Control Point Clerk for all General Post Funds assigned to Voluntary Services.
Enters new 2237 and/or 1358 purchase order requests in computer for supplies or to pay vendors for services. Makes purchase card purchases as needed. Performs duties in a highly visible office with extensive people contact from visitors, volunteers, VAVS organizations Reps/Deps, staff, some patients, and the public.
Provides administrative and program support for gifts and donations, which includes the following; proper communication to volunteers, potential donors, organizations, and staff.
Processes, monitors and tracks all gifts and donations and ensures appropriate information is provided to all inquiries pertaining to the gifts and donations program, special events, and volunteer services. Processes all monetary donations, both cash and checks, by preparing deposit memos for the Agent Cashier.
Performs other duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/18/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the GS-4. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing administrative clerical support functions supporting programs, coordinating special events, customer service with staff, patients, and public; assisted with gifts/donations programs, assisted with volunteer programs, reviews/distributes written correspondence.

Education: A
pplicants may substitute education for the required experience. To qualify based on education for this grade level you must have At least four (4) years of education above high school level. One year of full-time undergraduate study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business or technical school. This education must been obtained in an accredited college or university.

Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond Equivalent combination of experience and successfully completed above high school education as (stated above) to meet total experience. To calculate the combination of education and experience, determine the amount of experience you have as a percentage of the experience required for the grade level. Then determine the amount of education in excess of the amount required for the next lower grade level is qualifying. Add the two percentages; the total percentage must equal at least 100% to qualify for the grade level .

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking, standing, bending ,carrying of light items such as papers, books, small parts or driving an automobile, etc. No special physical demands are required to perform the work.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
