Duties

Help

Supervises the development and implementation of policies and procedures consistent with pertinent legislation and Executive Orders as well as with the regulations and policies of OPM for the operational aspects of the Human Resources Management program including activities involved in and related to: the classification of positions; the determination of pay; the administration of leave; performance appraisals; awards; employee relations; EEO program; and benefits.

Providing advisory and consultative services to managers and employees with respect to various elements of the Human Resources Management Program.

Implementation and administration of employee performance appraisal program. Representing OIG at pertinent interagency meetings and conferences concerned with human resources operational matters. Carries out workforce planning and analysis as a program to benefit the recruitment and retention of employees who are needed to carry out the current and future mission of the OIG and as required by OMB. Provide oversight for the day-to day operational and functional oversight of the diversity program.

  • New supervisors must successfully complete a 1 year probationary period.

  • Must be able to obtain and maintain a Top Secret security clearance.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5CFR 300, Subpart F.

Qualifications

also demonstrate that the candidate possesses
the following qualities:

Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

Experience in interpreting and carrying out OPM polices and regulations related to Human Resources operations and management.

Experience in creating policies related to the operations of Human Resouces management programs.

Experience leading Human Resources teams and programs.

Experience in effectively communicating, orally and in writing, to a wide range of senior leaders and employees throughout the government.

Experience in presenting Human Resources initiatives and information to a wide range of Bureau employees and managers.

Experience in the administration of diversity and recruitment programs.



There is no substitute of education for specialized experience for the GS-15 position.

Skill in presenting Human Resources initiatives and information to a wide range of Bureau employees and managers.

Skill in administration of a robust diversity program.

Qualified candidates are assigned a score between 70 and 100. Agency Career Transition Assistance Program (CTAP) or Interagency Career Transition Assistance Program (ICTAP) candidates must be rated "Well Qualified" for the position and earn a score of at least 85 (when applicants are rated in a range of 70 to 100) to receive consideration for special priority.
