Duties

If you are selected for this position, you will serve as a Supervisory Human Resources (HR) Specialist for Security Operations (SO), Transportation Security Administration (TSA), Department of Homeland Security (DHS). You will serve as a liaison to the Federal Security Director (FSD) and airport management group, ensuring compliance with the Office of Human Capital (OHC) directives, policies, guidance, procedures, and requirements. You will apply your experience and comprehensive knowledge of human resources principles, concepts, regulations and practices, and analytical methods and techniques to ensure decisions are consistent with merit system principles. Additionally, you will report directly to the Assistant Federal Security Director – Mission Support (AFSD-MS) or other designated management official at the airport.
Duties include but are not limited to:

  • Functioning as the airport Subject Matter Expert (SME) on human capital core functions to ensure compliance with OHC.
  • Providing advice and guidance to junior specialists, professionals, managers, employees, and external representatives to resolve problems not always consistent to treatment by standards.
  • Identifying and proposing solutions to complex issues and concerns where previous studies and established techniques require modification and adaptation. Reviewing policies and precedents in order to make a recommendation for applying them to sensitive or controversial cases or problems.
  • Conducting research and evaluating options for use in implementing OHC programs and policies. Utilizing human resources expertise to recommend best option and coordinate or direct program and policy implementation. Advising management regarding current policies and procedures.
  • Providing sound interpretation and guidance regarding the application of HR related policies and procedures.
  • Managing allocated resources (staff, budget, equipment, etc.) to accomplish work and objectives of the component, program, or project. Requesting additional resources and contributing to the planning process for budgetary equipment, supplies, and human resources needs.
  • Applying expert knowledge of the technical aspects of the work directed (Employee Relations principles and practices, appeals and grievance processes, Office of Workers Compensation Programs, position management, staffing, human resources concepts, and best practices) using knowledge of case laws, Merit Systems Protection Board, decisions and precedents, government regulations, executive orders, and agency rules.
  • Serving as the Employee Relations (ER) and Office of Workers Compensation Programs consultant to the FSD and other management members.
  • Providing advice and assistance to management regarding appropriate disciplinary and adverse actions.
  • Identifying and providing guidance on Fitness for Duty and Family and Medical Leave Act (FMLA) issues.

Supervisory/Managerial duties include serving as a first line supervisor for the organization. This includes but is not limited to: assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; and when required, coordinating with customers outside the immediate organization.

Supervisory/Managerial Trial Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory trial period to continue in this supervisory/managerial position.

Qualifications

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience equivalent to the SV-H Pay Band or the GS-12 in the Federal Service or equivalent in the private sector. Specialized Experience is defined as experience that has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to human resources work. Such experience includes providing services in at least two and leading others in at least one of the following human resources disciplines: Worker's Compensation, employee relations, position classification, labor relations, staffing, or performance management.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

Eligibility to apply for other Federal positions: TSA is an Excepted Service agency exempt from most of Title 5 United States Code, including regulations which apply to displaced Federal employees (CTAP/ICTAP) of other agencies, and employment with TSA does not confer "Competitive Status" that generally results from selection and service in Competitive Service agencies.
