Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.

Duties

Help
  • Serves as an Airborne Warning and Control Systems (AWACS) Air Battle Manager in the capacity of an Electronic Combat Officer Instructor or Air Weapons Officer Instructor.
  • Administer, schedule and conduct flight and ground training to develop, upgrade, and evaluate the skills of (AWACS) Air Battle Managers; perform aircrew duties as an ECO or AWO in the unit type aircraft; and, perform related staff support duties.
  • Responsible for aircraft qualification and requalification, mission training of assigned or attached ABMs. Develops instructional standards, training plans, tests, lesson plans and other training materials.
  • Performs mission planning, preparation of flight plan, and crew briefing. Ensures aircraft and battle management command and control (BMC2) systems are preflighted, inspected, loaded, equipped and manned for mission.
  • Commands crew, operates available sensors/BMC2 systems. Performs, coordinates, or directs joint fires, force accountability, dynamic package development, real-time dynamic targeting, tactical data link management/execution and airspace control.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Supplement to Qualification Standards for Air Reserve Technicians (ART), approved August 2017.

SPECIALIZED EXPERIENCE: No specific length of experience is required. The qualifications of Flight Engineer in the Air Force are directly related to the completion of prerequisite training rather than years of experience. Applicants for all positions must have logged the minimum number of hours indicated below in the performance of Flight Engineer duties. Applicants must have been qualified as Airborne Command and Control Officer (AWACS) within 8 YEARS of the date of application. Applicants for Airborne Command and Control Officer (AWACS) positions must be within the past 8 YEARS instructor or examiner qualified in the Mission Design Series (MDS).

QUALIFICATIONS: Must have been awarded or qualify for a USAF Air Battle Manager rating and hold service aeronautical order. Minimum of 750 Total Military Flight Time and instructor qualified in a unit aircraft.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENTS FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the next lower grade level or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Must be an instructor-qualified, mission-ready AWACS aircrew member on fling status in unit aircraft . .
2. Ability to coordinate and motivate crewmembers in working effectively as a member of a team.
3. Ability to communicate clearly and effectively orally and in writing.
4. Ability to work in a highly stressful, quick-reaction environment.
5. Ability to monitor multiple stations simultaneously.
6. Knowledge of flight operations and missions of supported units.

Other significant facts pertaining to this position are:
1. Performs other related duties as assigned.
2. This is an Air Reserve Technician (ART) position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies (UTA). The incumbent's regular assignments arc ART duties; however, the incumbent may be assigned some non­-ART duties, generally not to exceed 30 percent of total responsibilities.
3. May be required tony in commercial and military uniform to perform temporary/permanent duty assignments.
4. This is u designated mobility position. Incumbent must be willing to move/transfer to another unit/location on lateral or promotion basis, or as directed by HQAFRC.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE:
Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Additional information

Applicant must be commissioned or commissionable as an ART Officer in the Air Force Reserve. Air Reserve Technicians are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In addition, Air Reserve Technicians are required to maintain their active membership in the Air Force Reserve unit where assigned. As members of Reserve units, Air Reserve Technicians receive on average one weekend of military training per month. In addition, they are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members are subject to immediate call to active duty in mobilization to meet a national emergency.

Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017" suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
