Duties

Help

As a TRADE POLICY RESEARCH COORDINATOR, GS-0301-9/11/12, your typical work assignments may include the following:

  • Coordinates research and analysis on a variety of trade and investment issues relating to the assigned area, including by reviewing press and other source materials, international trade and investment trends and data, and policy developments in the assigned area, including matters related to specific trade policies in the assigned area.
  • Reviews, analyzes, and summarizes trade and investment policies and practices, laws, regulations and other measures, negotiating proposals, economic and trade data, and other information relating to the assigned area.
  • Assists personnel in assigned unit in formulating and developing U.S. policy positions on trade and investment issues, in developing trade and investment policy for consideration by higher level policy makers within the Office of the United States Trade Representative and in the interagency trade policymaking process, and in the planning and formulation of negotiating positions and strategy to be taken by the U.S. Government on a variety of trade and investment issues relating to the assigned area.
  • Supports personnel in the assigned unit in extracting and summarizing pertinent trade and investment data from a variety of sources.
  • Assists other personnel in the assigned unit in compiling and organizing information to be used in briefing materials, Congressional testimony, responses to controlled correspondence, etc. Uses a variety of software, including PowerPoint and Excel, to prepare reports, charts, graphs, tables, and other visual representations.
  • Serves on and participates in intra-agency and interagency research teams.
  • Performs other related duties as assigned.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.

You may qualify at the GS-09 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-07 grade level in the Federal service or equivalent experience in the private sector that demonstrates knowledge of economical, market, and political factors of U.S. trade objectives and policies. Specialized experience must reflect all of the following: 1) Researches and reviews a variety of trade and investment information such as: economic data; provisions under existing trade legislation; administrative and other regulations related to trade and investment policy and 2) Extracts and summarizes and produces reports on pertinent trade and investment policy, trade and investment data, legal language, and negotiating text.

OR
A Master's or equivalent graduate degree; OR 2 years of progressively higher level graduate education;
OR a Juris Doctor (J.D.) or Bachelor of Laws (LL.B) if related

OR
A combination of graduate level education and specialized experience.

You may qualify at the GS-11 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-09 grade level in the Federal service or equivalent experience in the private sector that demonstrates knowledge of economical, market, and political factors of U.S. trade and investment objectives, policies and relationships with major U.S. trading partners, including specifically with respect to trade negotiations, removing barriers to U.S. trade and investment, and reconciling views of U.S. government agencies and stakeholders. Specialized experience must reflect all of the following: 1) Research and analysis of bilateral and/or multilateral trade and investment information; extracting and summarizing pertinent legal language, negotiating text, economic and trade data; 2) Utilization of software, preparation of reports, briefing materials, charts, graphs, tables, etc., to assist in the development of negotiations or dispute settlement positions on a variety of trade issues; and 3) Participation in teams and meetings as a representative.

OR
A Ph.D. or equivalent doctoral degree, 3 full years of progressively higher level graduate education leading to such a degree or a LL.M. if related.

OR
A combination of graduate level education and specialized experience.

You may qualify at the GS-12 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private sector that demonstrates a mastery level of knowledge and application of economical, market, and political factors of U.S. trade and investment objectives, policies and relationships with major U.S. trading partners, including specifically with respect to trade negotiations, removing barriers to U.S. trade and investment, and reconciling views of U.S. government agencies and stakeholders. Specialized experience must reflect all of the following: 1) Research and analysis of trade and investment information; extracting and summarizing pertinent legal language, negotiating text, economic and trade data; 2) Assist with the planning and formulation of negotiating positions on trade and investment issues in the context of bilateral negotiations and initiatives to remove trade and investment barriers; 3)Participation in interagency teams and meetings as the agency representative on international trade negotiations and initiatives, to include serving as liaison with professionals in other agencies; and 4) Compile information to be used in briefing materials, summary statements, and speeches for senior staff on major trade and labor issues.

This position has a selective placement factor:
