Duties

Help

The employee has responsibility for oversight of all aspects of the office's budget and fiscal operations, including budget formulation, coordination, and execution. As such, the employee serves as the technical authority on all budgetary and fiscal policies, practices, procedures, and issues and provides management, planning, and analytical guidance to all elements of the office's budget. In this role, the employee:

  • Has responsibility for oversight of all aspects of the office’s budget and fiscal operations, including budget formulation, coordination and execution.

  • Oversees and coordinates the preparation and analysis of the Office of Management and Budget (OMB) and Congressional budgets for OIA. Responsible for responding to questions in the context of OMB hearings with the OMB examiner.

  • Assesses the long- and short-term impact of various budgetary configurations and develops contingency strategies that serve as an important office resource in the event that the primary budget estimates are increased or decreased by the NSF Director, OMB, or Congress.

  • Is responsible for the identification, analysis and resolution of issues and problems encountered at any point in the budget process.

  • Represents OIA directly with the Office of Budget, Finance, and Award Management (BFA) in discussions of policy implications of plans submitted and serves as the office’s representative on the Budget and Planning Liaison Group.

  • Coordinates staff work across OIA, working directly and independently with OIA leadership to ensure accurate and timely response on budget and policy matters and materials that are forwarded outside the office and Agency, including Congressional inquiries.

  • Provides coordination and oversight of the office’s Committee of Visitors and Government Performance and Results Act processes including review of all the reports and staff responses, and review of materials prepared for the OIA Advisory Committee.

  • Monitors program financial accounts with the office and tracks the office commitments on cross-Directorate programs. Develops policy options and procedures that reflect and are consistent with Agency policies.

  • Sets up schedules to ensure timely presentation of new programs and major awards to the Director’s Review Board and the National Science Board for review and approval.

  • Supervises other budget staff in the execution of funding transactions and adherence to new agency-wide policies and procedures.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

Qualifications

To qualify at the grade GS-14, you must have at least one year of specialized experience equivalent to the GS-13 level in federal service overseeing budget and fiscal operations. Examples of specialized experience include: planning, formulating, managing and overseeing budget operations for a multi-faceted office; preparing and analyzing budget projections and justifications for the Office of Management and Budget and Congress; assessing short and long term impact of funding on resource allocations; monitoring budget and fiscal transactions; and resolving any issues or problems that arise during the budget process.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
