Summary

The Records and Information Management Specialist (RIMS) position for the Veterans Benefits Administration is located in the Support Services Division of the San Juan, PR Regional Office under the general direction of the Support Services Division Chief, the RIMS for VBA facilities has oversight for the facility-wide Vital Records Management Program. The RIMS is the records liaison for administrative records.

Duties

Help
  • Develop and implement facility policies and procedures in accordance with VA and VBA policy, National Archives and Records Administration (NARA), and other applicable Federal laws and regulations.
  • Coordinate records management functions with Records Management Technicians, business lines, and management.
  • Conduct focused monitoring and auditing of records created and maintained by business lines.
  • Facilitate regular interdisciplinary records management committee meetings and participate in other facility committees pertaining to the information life cycle.
  • Identify and report for corrective action problems or deficiencies in the Records and Information Management Program.
  • Utilize project management knowledge and skills to assist business lines in completion of records retirement and records retrieval projects.
  • Serve as the facility point of contact and advisor for maintenance and disposition of records, to include shredding of documents, when the record is not required to be retained or if the designated life cycle of the document has expired.

To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade level of (GS-07) in the normal line of progression for the occupation in the organization.

Specialized experience is defined as work that involves:
(1) Demonstrated experience regarding record management laws, regulations, rules, policies and procedures across an agencies organization's business lines;
(2) Demonstrated experience applying the principles and concepts of information governance of various phases of records and information management across an organization's business lines; and
(3) Experience that demonstrates an understanding of the complete records process and content management framework that supports the entire life cycle of an organization's records.

Examples of positions in which this experience would likely have been gained would include Records Management Officer (RMO), Data Resources Management Officer (DRMO), or perhaps an Administrative Officer with records management oversight.

OR

Education:

Applicants may substitute education for the experience required at the grade level GS-9. A Master's or equivalent degree or
two (2) full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. at an accredited college or university in a field directly related to the position. Such education must have provided you with the knowledge, skills and abilities necessary to do the work of this position.

Applicants may also combine education and experience to qualify at the GS-09 grade level: I possess a combination of specialized experience and graduate-level education as described above, such that my percentage of the required education plus my percentage of the required experience equate to 100 percent to qualify for the GS-9 level. Note: You can meet total qualifications for this job by combining specialized experience and appropriate education according to the following formula: (a) your total months of full time specialized experience as a percentage of a 12 month total; PLUS (b) graduate education in excess of 1 year (first 18 semester hours) may be combined with experience in order to meet total qualifications for grade GS-9. The total of the two percentages combined must equal at least 100 percent.


Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience you document, to include volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours per week spent in such employment.

Work Schedule: Regular office hours, 8:00 AM - 4:30 PM. Alternate/ compressed work schedules are available.

Promotion Potential: There is no promotion potential for this position, as it is expected to be filled at the full performance grade level of GS-9.

Physical Requirements: The work involves considerable walking, standing, and bending in searching various files. There is Occasional lifting and carrying of such items as record boxes, claims folders, and shred envelopes. May also involve the operation and maintenance of shred receptacles and/or Shredders.is sedentary. Typically, the employee may sit comfortably to do the work. Receiving Service Credit for Earning Annual (Vacation) Leave: Federal employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
