Duties

Help

Duties for Supervisory Civil Rights Analyst, GS-0160-15 include but not limited to:

  • Provides policy expertise related to OCR's conscience and religious freedom laws, including but not limited to the Church Amendments, the Coats-Snowe Amendment, the Weldon Amendment, and Section 1553 of the Affordable Care Act, under the instruction of the Deputy Director for Conscience and Religious Freedom.
  • Provides expert advice to staff in their formulation of investigative plans and letters of investigative findings during conduct of compliance reviews and of complaint investigations.
  • Designs and implements outreach, training, and education strategies to support OCR's compliance and enforcement efforts. Develops and implements strategies, including preparation of materials and writing and delivering presentations as appropriate.
  • Serves as a member of intra-and inter-agency working groups in the development of policies, legislative and regulatory proposals, and OCR initiatives to ensure that persons are not discriminated against on the basis of religion or conscience in health and human services programs and activities.
  • Provides program leadership, sets priorities, coordinates and/or directs team action, ensures quality of all section activities, and ensures and evaluates accomplishment in a wide variety of functions.

Qualifications

Have at least one year of specialized experience, equivalent to the GS-14 grade level in the Federal service, that includes at least one of the following three elements: 1) conducting research and presenting findings or arguments orally or in writing on issues either relating to Federal laws that protect conscience or the free exercise of religion (e.g., Weldon Amendment, Religious Freedom Restoration Act) or relating to principles in administrative law or constitutional law (e.g., deference, due process); 2) providing advice or analysis orally or in writing on matters either associated with policy-making activities (e.g., rule-making, legislation) or associated with civil action in Federal court challenging government policies or decisions; and/or 3) either reviewing the written work product of staff or mentoring staff or interns while managing time-sensitive priorities to meet changing work demands.

Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
