As a CONTRACT SPECIALIST you will be responsible for the following duties:
Solicit, analyze, evaluate, and negotiate contractor's proposals for highly specialized research and development requirements for programs/activities of the Missile Defense Agency. Prepares all contract file documentation for Contracting Officer approval.
Coordinate, analyze, and negotiate acquisitions of both cost reimbursement and fixed-price contracting in such areas as prototype development of sophisticated research and testing equipment; weapons systems; software systems development; and development of new and unique materials; and/or Foreign Military Sales.
Conduct acquisition planning and, in coordination with the technical program office, determine the recommended contractual strategy to be used in the acquisition of a specific program element.
Process, analyze, evaluate, perform cost analysis, provides input for the competitive range determinations and develops a pre-negotiation position for proposals.
Serve as a point of contact for advising and assisting the MDA Deputies and Directors in areas not requiring contracting officer authorization, such as, coordination of future procurement requirements; preparation of required procurement supporting documentation; and the resolution of specific procurement problems.
Serve as a member of a negotiating team responsible for planning, coordinating, and negotiating a variety of procurements pertaining to research, development, test and evaluation requirements essential to MDA's mission.
As part of the negotiating team, plan and coordinate activities performed on a variety of contracts associated with development, deployment and sustainment of MDA elements and supporting services.

You may qualify at the NH-03 , if you fulfill the following qualifications:
One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below:
Experience utilizing a variety of contract types to procure supplies and services, specifically major systems/weapon systems, knowledge-based services, systems test/test support, and unique research and development services/products; and/or Foreign Military Sales.
Experience applying a variety of Federal guidelines, regulations, policies and procedures to acquisition planning, solicitation development, contract negotiations, contract execution and post-award contract-management/administration.
Experience negotiating contracts, including proposal evaluation and development of the government's negotiation position.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Starting Salary Information: This position will be filled as an NH-03 HIGH, with a starting salary of $79,301 to $122,592 for Redstone Arsenal, AL (includes 19.85% locality); starting salary of $86,335 to $133,465 for Dahlgren, VA (includes 30.48% locality); and starting salary of $77,931 to$120,475 for Schriever Air Force Base, CO (includes 17.78% locality), unless statutory or regulatory rules prevail.
