In this position, you will serve as the Chief of Cyber Threat Analysis. Typical work assignments include:

-Leading a team charged with enhancing the ability of CISA's public and private sector partners to detect malicious cyber activity by using all available information to assess, identify, track, and emulate adversaries to effectively plan and prioritize the allocation of cyber defense resources.

-Processing and analyzing open source, commercial, and classified threat intelligence information, prioritizing threats to drive cyber defense operations.

-Conducting research and analysis on threat actors' intent and capabilities as well as their TTP and developing various threat specific products and CISA-branded products to be shared with other CISA stakeholders.

-Developing strategies that counter evolving cyber threats in a rapidly changing global environment and enhancing CISA's ability to detect malicious cyber activity by analyzing threat actor tactics, techniques, and procedures (TTPs).

-Researching, compiling, and publicizing information on current and emerging threats to IT resources and making recommendations to resolve shortfalls in system security features and practices.

-Developing and leading threat briefings for senior government and industry officials; representing the agency at cybersecurity conferences, technical exchanges, and other forums.

-Supporting CISA's role in responding to significant cyber incidents.

Qualifications

You qualify for the GS-15 grade level (starting salary $142,701.00) if you possess information technology related experience demonstrating each of the four required competencies:

(1) Attention to Detail- Assessing the impact of forecasted changes in technology/business requirements for IT security plans.
(2) Customer Service - Recommending changes to IT security plans and strategies;
(3) Oral Communication- Clearly communicating goals and expectation for IT projects/program activities;
(4) Problem Solving- Developing strategies that counter evolving or existing cybersecurity threats.

In addition to the above requirement you must have at least one year of specialized experience at the GS-14 grade level performing duties such as the following:

1) leading a program that identifies IT requirements and develops the strategies that counter evolving IT security threats in a rapidly changing global environment;
2) ensuring security on large Information System (IS) and telecommunications systems;
3) leading a penetration testing program focused on identifying system vulnerabilities and providing mitigations to resolve the vulnerabilities;
4) providing program guidance for implementing effective risk management processes.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
