The Division of Chemistry (CHE) is responsible for programs with a total annual budget of more than $200 million. These programs support research and education that expand the knowledge base of the science of chemistry through single investigator and collaborative research programs (catalysis; life processes; measurement and imaging; structure, dynamics and mechanism; environmental chemistry; macromolecular, supramolecular and nanochemistry; synthesis; and theory, modeling and computational chemistry), Centers for Chemical Innovation, Research Experiences for Undergraduates, Research Instrumentation and Facilities, and Special Projects. The mission of the NSF Division of Chemistry (CHE) is to support innovative research in chemical sciences, integrated with education, through strategic investment in developing a globally engaged U.S. chemistry workforce reflecting the diversity of America.

Within the Division, the Deputy Division Director works with the Division Director in providing leadership and management to the Division’s programs and assists the Division Director in carrying out Division-wide responsibilities such as the preparation of budget submissions for Congress, oversight and management of the Division budgets, and the recruitment of scientific staff.  The incumbent also supervises and provides leadership and guidance to administrative and support personnel within the Division.  Externally, the Deputy Division Director represents the Division in a variety of MPS-wide, NSF-wide and interagency activities related to research and education, and in interactions with the community.  The Deputy Division Director assumes the Division Director’s role in the absence of the Division Director.

Qualifications

EXECUTIVE/MANAGERIAL (E/Ms): Unless you are currently under a career SES appointment, are eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must submit written statements (narrative format) describing accomplishments that would satisfy the E/Ms. If you fail to do so, you will be rated ineligible

5. Building Coalitions.  Demonstrated ability to build coalitions internally and with other Federal agencies, State and local governments, non-profit or private sector organizations, foreign governments, or international organizations to achieve common goals.

PROFESSIONAL/TECHNICAL (P/Ts): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the P/T qualifications. You must address each P/T qualification separately.

Mandatory

  1. Education, strongly preferred at the Ph.D. level, or equivalent professional experience, or a combination of education and equivalent experience in chemistry or a closely related field.
  2. Substantial research contributions and strong evidence of scholarship in areas related to chemistry as evidenced by publications, innovative leadership in research administration, and/or professional leadership and awards in these technical areas.
  3. Skill in balancing complex and diverse program demands and available resources in response to major advances or changing needs of science and engineering research and technology, and demonstrated ability to exercise sound professional judgment in recommending the initiation of research in the field of chemistry or a closely related field.
  4. Broad understanding of universities and other institutions where research and education in science and engineering is conducted. Knowledge of grant administration and fiscal management with experience in chemistry research support.

When responding to each of the P/T and E/M qualifications, you must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of this position by submitting narrative responses that are clear, concise, emphasize your level of responsibilities, scope, complexities of the programs managed, program accomplishments with results of your actions, policy initiatives and level of contacts.

Applicants currently serving under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to address the Executive/Managerial Qualifications (ECQs/Ems); but a narrative statement for each of the Professional/Technical Qualifications (PTQs) is required.

Additional information

The Senior Executive Service (SES) covers managerial positions above GS-15 in the Federal Service.  Persons appointed to the SES are eligible for health benefits, life insurance, social security, Federal retirement and thrift savings plan coverage, and participate in the Federal leave system.  Career appointees are eligible for bonuses based on performance in addition to base pay.  Competitive status is not required, veterans preference does not apply and there are no grade restrictions.  New appointees to the SES are required to serve a one-year probationary period.  

Final selection of career appointees requires the approval of the U.S. Office of Personnel Management (OPM). OPM approval will be based on the selectee's background in the following five executive core qualification areas: (1) Leading Change, (2) Leading People, (3) Results Driven Leadership, (4) Business Acumen, and (5) Building Coalitions.  These areas are incorporated in the five executive/managerial requirements for the position.  Information about the leadership requirements for SES-level positions is available on the OPM website.
