Duties

Help
  • Serve as a Senior IT Cybersecurity Specialist, assigned to the Network Enterprise Technology Command (NETCOM) Cybersecurity Directorate.
  • Serve as the Army?s primary senior level technician in resolving problems with the eMASS tool in response to evolving requirements.
  • Establish and prepar procedures, policies, guidelines and training programs for eMASS users Army-wide.
  • Participate in DoD-level working groups, meetings, or presentations to discuss problems and procedures of considerable consequence or importance with developers and programmers.
  • Work special projects such as performing analysis on complex cybersecurity issues, identifying quality control metrics and preparing highly technical reports/briefs.
  • Develop and/or contribute to draft responses to NETCOM leadership on the state of Cybersecurity/CND compliance, particularly as it relates to the RMF process and eMASS.
  • Responsible for the eMASS system renewal by creating the Acquisition Requirements Tracking System (ARTS) package with all the required documents.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret with access to Sensitive Compartmented Information (SCI) security clearance or access for the duration of employment.
  • The IT classification for this position is IT II. Position is designated as Special Sensitive.
  • Duties of this position may entail alternative duty schedules (including extended shifts (greater than 8 hours); nights, weekends, and/or holidays; being recalled for urgent situations; and/or working overtime in response to surge situations).
  • May require shift work and/or work on rotating shifts to provide coverage during evenings, nights, weekends, holidays and in other situations.
  • Duties of this position may entail up to 25% travel to alternative duty locations throughout the NETCOM area of responsibility (world-wide).

Basic Requirement for Information Technology Cybersecurity Specialist (INFOSEC/Customer Support):

Specialized and Other Experience: One year of specialized experience which includes providing expert technical advice or recommendations to management on Cybersecurity issues; reviewing Cybersecurity tools such as the Enterprise Mission Assurance Support Service (eMASS) to assure compliance with policies and guidelines; providing Cybersecurity program training to system users for initial use and for any subsequent changes; AND preparing reports for briefings to senior management officials on complex Cybersecurity issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12)

The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:

(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.

(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation.

(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information.

(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.

  • This is an Information Assurance Workforce position. Selectee must meet position requirements for certification at Level III in Information Assurance Management (IAM-III) within 6 months or less of appointment to this position. Certification requirements may be found in DoD 8570.01-M Information Assurance Workforce Improvement Program.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs may be warranted. This position may be subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position is designated "Mission Essential." In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
