Summary

As a HR Specialist (Staffing), assigned to the Strategic Business Unit, you will be responsible for providing quality customer and consultative service and performing the full range of staffing functions for Title 5, Hybrid Title 38, and Title 38 occupations. Help

As a HR Specialist (Staffing) assigned to the Strategic Business Unit, you will be responsible for ensuring that all placement actions meet regulatory requirements and will consult on and ensure all pre-employment requirements are met. HR functions include: position management and organizational design, pay administration such as physician market pay; setting pay for Title 5, Title 38 and Hybrid employees, using multiple pay scales and various information sources; VetPro Credentialing; position descriptions, functional statements, scopes of practice, crediting plans, and job analysis. The duties of this position include, but may not be limited to:

  • Assisting with strategic facility support (i.e. development of short and long-term facility recruitment plans).
  • Consultative, on station support to leadership, managers and employees.
  • Hiring through non-competitive appointment flexibilities to include the evaluation of applications and resumes using Office of Personnel Management (OPM) and Veterans Administration (VA) qualification standards; and verifying candidate eligibility.
  • Coordination of onboarding processes.
  • Trainee Recruitment
  • Sourcing of candidate pools for non-competitive and hire right/hire fast recruitment activity.
Work Schedule: Monday thru Friday (8:00 am to 4:30 pm)

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/22/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to performing the following duties:

  • staffing for Title 5, Title 38 and Hybrid Title 38 positions;
  • advising management on recruitment strategies, sources and special programs;
  • conducting recruitment following applicable procedures;
  • researching, interpreting, and applying recruitment and placement regulations, policies, and laws;
  • developing announcements and assessments to post positions; and
  • determining and verifying qualification requirements including credentialing and licensing. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have possess a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree or a related LL.M. (Transcripts required). OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond possess a combination of education and experience to meet total qualification requirements for the GS-11 grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants at the GS-11 grade level (the first year of graduate study is not qualifying for GS-11). (Transcripts required).
Specialized Experience GS-12: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to performing the following duties:
  • advanced knowledge in staffing for Title 5, Title 38 and Hybrid Title 38 positions;
  • consulting with upper management officials on recruitment strategies, sources and special programs;
  • researching, interpreting, and applying recruitment and placement regulations, policies, and laws;
  • developing announcements and assessments to post positions for competitive and non competitive actions; and determining and verifying qualification requirements including credentialing and licensing
There is no education substitution for the GS-12 grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work of the HR Specialist is mostly sedentary. There is a moderate amount of walking involved, with infrequent bending, lifting, and, stooping. The incumbent's vision should be sufficient to read from a computer screen for extended periods without excessive fatigue. Prolonged use of computer keyboard for data entry is required. The majority of the work is performed in a traditional office setting. The position requires occasional travel by car, train or other mode of public transportation.
