Duties

Help

This position is established in the Littoral and Strike Warfare Department representing the various Divisions primarily serving as the management analyst and advisor to the Division Manager on the evaluation of the effectiveness of government programs and operations or the productivity and efficiency of the management of funded products and services. Tasks normally require knowledge of: the substantive nature of agency programs and activities; USN and Foreign Military Sales (FMS) case budgeting, funding applications, manpower and general systems support requirements; agency missions, policies, and objectives; management principles and processes; and the analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency. The work requires an understanding of basic budgetary and financial management principles and techniques as it relates to long-range planning of programs and objectives including evaluation of contract support requirements to ensure consistent and effective execution of tasking. The work requires the application of fact-finding and investigative techniques; oral and written communications; and development of presentations and reports. Perform staff administrative analytical and evaluative work related to program operations, and management and organizational efficiency and productivity. Analyzing and evaluating agency functions and activities being considered for conversion to contract operations. Identifying resources (staff, funding, equipment, and facilities) required to support varied levels of program operations. Developing, reviewing and facilitating the completion of administrative audit and investigative reports to determine appropriate changes or corrective action required. Analyzing, evaluating, and developing proposed changes in mission, operating procedures and delegations of authority.
Analyzes Littoral & Strike Warfare programs including the objectives, policies, work operations, progress, resources estimates, intra and inter-program balances, and other related aspects. Identifies actual or potential problem areas, trends, significant program accomplishments, merit and deficient situations, areas of imbalance, and/or similar factors in the program involved. Evaluates alternative or corrective actions in terms of effect on the programs involved. Evaluates alternative or corrective actions in terms of effect on the programs under consideration, on interrelated programs, and on overall utilization of resources. Develops and recommends program objectives, operations and resources for new programs. Develops and recommends changes in program objectives and operations to achieve maximum effectiveness in established programs. Presents recommendations and conclusions based on analysis and evaluations to sponsor/command management officials for their use in ensuring efficiency, effectiveness, economy, and balance in the development and execution of the programs.
Provide line managers with objectively based information for making decisions on the administrative and programmatic aspects of operations and management. Advising management on the distribution of work among positions and organizations and the appropriate staffing levels and skills mix. Analyzing and evaluating (on a quantitative or qualitative basis) the effectiveness of line program operations in meeting established goals, objectives, and schedules. This includes developing cost analyses of projects or performing cost benefit or economic evaluations of current or projected projects or programs.
Develops and formulates Command/Sponsor program resource requirements for the current fiscal year and out years on all tasks and programs assigned to the organization of record from technical requirements submitted by Department sponsor program managers. Provides analysis and recommendations for decision making related to future project workload, and manpower/ budget planning.
Evaluating, advising, and development of the organization, methods, and procedures for providing administrative support systems such as records, communications, directives, forms, files, and documentation. Advising on the potential benefits/uses of automation to improve the efficiency of administrative support or program operations. Identifying / developing data required for use in the management and direction of programs and conducting studies of employee/organizational efficiency and productivity and recommending changes or improvements in organization, staffing, work methods, and procedures.
Responsible for negotiating program resource requirements with supporting activities and Program Sponsors. Performs an in-depth analysis of program resource requirements. Writes and/or edits statements for submission to management and higher headquarters.

Qualifications

Comprehensive and detailed knowledge and expertise in the identification, evaluation, analysis, resolution, and implementation of a range of manpower/budgeting/programming problems, such as; the development of alternative methods of funding: accomplishing a task or specific function; formulation of manpower and budget estimates for programs where substantial re-budgeting/reprogramming is required each year, and where programming re-allocation is required throughout the fiscal year due to program fluctuation. Detailed and practical knowledge of program goals, objectives, workforce composition, work methods and functions of the organizations as well as higher Sponsor/Program levels, in order to analyze impact and make recommendations and decisions concerning major programs, manpower, funding, and organizational changes.
Skill to plan and organize work involving diverse team of government personnel and contractors. The incumbent must have the ability to coordinate and gain the cooperation of others to establish good working relationships with personnel from the working level to upper-level managers at these activities.
Knowledge in preparing and presenting proposals, plans, schedules and to organize, execute, and control projects. Knowledge of standard observation, measuring and analysis techniques. Ability to consolidate the findings of others, evaluate recommendations and facts, and prepare specifications or procedures. Ability to recognize potential organizational, technical, or funding impacts and communicate technical information effectively both orally and in writing.
Skill in planning and executing work assignments in accordance with instructions, policies, or accepted practices. The incumbent must have the skill in executing work assignments that have technical soundness, appropriateness and conformity to policy and requirements with little or no oversight.
Outstanding written and oral skills to effectively communicate directly with managers, contracting officer representatives, engineers, and logisticians, sponsors, fleet representatives, and contractor personnel. Effectively able to communicate ideas and concerns in a working group setting relating to system engineering, supportability, fleet operations, maintenance, and process improvement.

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Education

PROMOTION POTENTIAL: GS-12 This position may be filled at either the, GS-11 or GS-12 grade level. If selection is made at the GS-11 grade level the selectee may be promoted to the next higher grade level without further competition providing the following conditions exist: 1) OPM requirements are met. 2) Management determines the incumbent is performing at the higher-grade level. There is work at the higher-grade level to justify the promotion. Promotion is not guaranteed.
