Help
  • Serves as Chief of the Contracting Division, responsible for acquiring for all necessary commodities in support of the Alaska District's mission.
  • Serves as the principal procurement official and primary contracting officer for supplies, services including construction and architect-engineer, utilities, and agreements and prepares input for budgets.
  • Develops long range organizational plans and goals through subordinate organizational chiefs, assign work to subordinates, determining work schedules and priorities.
  • Performs continuing review of the Contracting activities to ensure that management objectives are being met.
  • Implements contracting laws, higher authority directives and policy, develops and issues local guidance.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement:
This position has a basic entry requirement. The entry requirement requires completion of education or a combination of education and experience sufficient to be comparable to that normally acquired through the completion of a four year course of study with a major in a related field to the position.

Basic Requirement for Supervisory Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution.

OR

Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.

Basic Requirements for Critical Acquisition Positions:
The Secretary of Defense shall designate the acquisition positions in the Department of Defense that are critical acquisition positions, applicants must:
1) be eligible for GS-14, or equivalent; and

2) hold a bachelor's degree; and

3) have completed all mandatory training requirements for Level II or III certification as prescribed by the head of the agency for progression to higher level contracting positions; and

4) possess four years of acquisition experience. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower grade level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position (identified below).

In addition to meeting the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below:

To qualify based on your experience, your resume must describe at least one year of specialized experience which prepared you to do the work in this job. Specialized experience includes overseeing and/or leading lower graded employees engaged in pre-award and post-award contracting functions work that involves contract solicitation, proposal evaluation, contract negotiation, contract award and/or contract administration. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
  • All candidates who meet the basic qualification requirements will be considered. Subject to proof of Army Acquisition Corps (ACC) membership, AAC members from other services will be accepted by Army without additional review. Army Acquisition, Logistics and Technology (AL&T) Workforce applicants must have an Acquisition Career Record Brief (ACRB) on file in the Career Acquisition Personnel and Position Management Information System (CAPPMIS).
  • This is a Critical Acquisition Position. Unless specifically waived by the appropriate Army official, (i.e., the Director of Acquisition Career Management, the Army Acquisition Executive, or the Secretary of the Army) or if the employee is Grandfathered under 10 U.S.C. 1736(c)(1), the following are statutorily mandated requirements (Reference: 10 U.S.C. 1732 and 1737):
  • Selectee must be an Acquisition Corps (AC) member at the time of permanent selection for the position or have been granted a waiver.
  • Selectees must sign an AAC written tenure agreement to remain in the Federal service in this position for at least three (3) years
  • Selectee must submit an AAC mobility agreement.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
