Summary

The position is in the Office of Information and Resources Management (OIRM), Division Administrative Services (DAS), Facilities Operations Branch and Facilities Management Section (FMS). The DAS mission is to provide a wide range of support for the day-to-day business of the NSF and its overall infrastructure, operate state-of-art conference and meeting facilities, and take a leadership role in disseminating information about the Foundation's programs to the external community.

Duties

Help

Serve as a specialist in facilities and space management by aiding staff and management regarding implementing policies, regulations, space utilization, emergency repair maintenance, general maintenance, and general facilities and buildings operations. Serve as a project manager assistant on assigned projects and tasks.

Coordinates with Property Management Engineering staff to ensure building facility operation and maintenance meets NSF staff needs and complies with all laws, regulations, and other requirements; that repairs and alterations are cost-effective, prevents or addresses environmental risks, and supports the accomplishment of the Agency mission and is consistent with priorities and goals established by NSF management.   Ensure resources are used efficiently and provides services needed by NSF.

Develops scope of work, estimates and schedules for minor building maintenance, repair, and furniture reconfiguration projects.Assists with providing project oversight of contractors and vendors performing operation and maintenance of building systems, e.g., HVAC, electrical, mechanical, plumbing, painting, etc. Performs regular site inspections to ensure compliance with contract specifications, industry standards and applicable codes.

Assists in the technical design activities for building reconfigurations. Provides input to support architectural and engineering design requirements. Assists with preparing design packages to include floor plans using Computer Aided Design (CAD) software. Assists with coordinating with the functional managers occupying the facilities to ensure their requirements are identified and incorporated in project designs. Assists with developing proposed design and schedule.

Assists with drafting Statements of Work for projects and initiatives that are done directly with the Lessor’s Property Management Team. Maintains historical records on expenditures and projects associated with all building renovation projects. Assists with maintaining the facilities space management system with current staff and contractor locations. Site surveys periodically to ensure space assignment are accurate.

Qualifications

In addition to meeting the minimum qualifications requirement indicated below, AutoCAD training/certification/experience is highly recommended.

To qualify at the GS-09 level, you must have at least one year of specialized experience equivalent to the GS-07 level in the Federal service.  Examples of specialized experience include: conducting facility surveys; coordinating facility repairs and maintenance; escorting repair and maintenance contractors; assisting in the development of space plans to provide effective utilization of space using AutoCAD and assisting with office relocations; participating in the maintenance of a space management information system; and assisting with overseeing renovation projects after hours;
OR A master`s or equivalent graduate degree; 
OR
2 full years of progressively higher level graduate education leading to such a degree; 
OR A combination of post high school education and experience that together meet the qualification requirements for this position.

Education may be substituted for experience as described in “Qualifications."
