Duties

Help

Two positions are available in the NMFS Office of Habitat Conservation’s (OHC) NOAA Chesapeake Bay Office, located in Annapolis, MD. OHC is responsible for protecting, restoring, and promoting responsible stewardship of the nation’s coastal, marine, and migratory fish habitat. The NOAA Chesapeake Bay Office conducts work in fisheries, observations, education, and oyster restoration in support of the 2014 Chesapeake Bay Agreement.  

As an Electronic Technician, you will perform the following duties:

  • Support the Chesapeake Bay Interpretive Buoy System (CBIBS) by performing platform construction, assembly and design modifications and conducting routine maintenance and operations on and off the water such as mechanical repair, electrical troubleshooting and mooring and bridle servicing.
  • Perform on-the-water vessel operations such as buoy deployment or recovery and perform minor vessel and trailer repairs and maintenance. Assist in dock-side and deck responsibilities such as line handling, fish trap baiting and deployment, survey equipment launch and recovery.
  • Calibrate and troubleshoot oceanographic and meteorological sensors including consultation with manufactures, maintain laboratory equipment and provide laboratory supply acquisition and field gear maintenance and construction.
  • Work closely on a daily basis with the field operations coordinator and other technicians to ensure the safe operation and coordination of CBIBS and other field operations.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZT-2 is equivalent to the GS-5/8.

Qualifications

EDUCATION:   There is no positive education requirement for this position.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service.  Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.  This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZT-2 or GS-05 level:  

SPECIALIZED EXPERIENCE: One full year (52 weeks) of specialized experience equivalent to the ZT-1 or GS-04 in the Federal service. Specialized experience MUST include all of the following: 

  • Assisting with operating and maintaining observing platforms or buoys in aquatic environments; and
  • Assisting with troubleshooting and maintaining oceanographic or water quality sensors.

-OR-

SUBSTITUTION OF EDUCATION:  

A full 4-year course of study leading to a bachelor's degree in electrical engineering, electronics engineering, or electronics technology.

OR

3 years of study in an accredited (by the Accreditation Board of Engineering and Technology, Inc. (ABET) curriculum in electronics.

OR

A full 4-year course of study leading to a bachelor's degree that included major study or at least 24 semester hours in any combination of courses such as those shown above. At least 12 of the 24 semester hours must have been in electronics courses.

OR

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience as described above. Note: Only education in excess of the first 60 semester hours or 2 full years of academic study leading to a bachelor’s degree is qualifying for combining and experience.

Physical Requirements:

  • Must be able to lift and maneuver equipment up to 50 pounds.
  • Must be able to work on small vessels and unstable floating platforms to deploy/retrieve equipment, make repairs, and conduct sampling operations.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.
