Summary

This position is located in the National Science Foundation (NSF) Office of Information & Resource Management(OIRM), Division of Administrative Services (DAS), Business Operations Branch. The incumbent serves as Head, Resource Management & Coordination Section (RMCS). The RMCS works in close collaboration with the Project Management Group (PMG), maintaining visibility across the DAS portfolio of projects, strategic initiatives & programs. This position will support all DAS Lines of Business.

Duties

Help

Responsible for the generation of requirements development, contract management facilitation, financial management, database and SharePoint management, and program evaluation for all aspects of project/program management.

Responsible for coordinating, analyzing and preparing information for making decisions on program management in support of projects, strategic initiatives and programs.

Serves as the Division Expert on project management implementation in support of organizational strategies.

Leads, coordinates and directs activities of team members throughout project lifecycle including managing timelines; developing and managing communication artifacts on status; performing matrix management; adjusting work assignments and project plans based on shifting resources and priorities; developing requirements and scopes of work; managing schedules, risks and budgets; developing program management knowledge, skills, and abilities of team members.

Leads development of formal, structured strategic and operational plan. Develops and presents DAS input for OIRM and NSF budget formulation and submission.

Reviews organizational performance, the external environment, and available resources to recommend priorities to the Chief, Business Operations Branch. Ensures that DAS organizational objectives are directly linked to goals and performance objectives embodied in the NSF Strategic Plan, support clients' missions and programs, and are consistent with DAS strategic priorities.

Develops and applies quantitative and qualitative criteria to assess the quality, effectiveness, and efficiency of DAS operations and services, and recommends new processes, systems or policies to enhance organizational performance.

Assesses DAS workload and related knowledge and skill requirements. Develops human capital plans to ensure that the DAS workforce is structured to efficiently and economically satisfy mission requirements and that employees possess the qualifications needed to provide optimum levels of service to clients.

Develops communication plans to inform DAS staff of changes to OIRM, NSF, or the Director's priorities, strategies, business processes, rules and regulations that affect work life or work performance.

Works with the Director/Deputy and the Division Directors to ensure that administrative, operational, and program support work meet the needs, goals and objectives of stakeholders.Establishes fiscal year operating plans based on resources available to satisfy current and anticipated requirements. Recommends actions and adjustments to optimize resource use.

Performs supervisory functions in support of the Section.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

Qualifications

To qualify at the GS-14 level, an applicant must have one year of specialized experience equivalent to the GS-13 level in Federal Service. Examples of specialized experience include the following:  developing, scheduling, coordinating, and managing projects/programs and resources, including monitoring and inspecting costs, work, risks, quality performance; prepare and monitor performance against extensive, complex strategic and operational plans; and innovative management and organizational practices that involve economic analysis, cost/benefit review.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
