Duties

Help


Duties include, but are not limited to, the following:

  • Lead and/or supervise others in the evaluation of wildlife management and research activities.
  • Coordinate wildlife resource management activities between offices to ensure wildlife management objectives are met and reduce conflicts.
  • Act as a representative at agency and interagency meetings to present technical information pertaining to migratory bird population issues.
  • Coordinate a regionally focused conservation partnership program.
  • Provide supervision and oversight, including work prioritization, when necessary, to a multi-disciplinary professional staff performing a variety of natural resource program functions and activities.

Kenai NWR headquarters is located on the Kenai Peninsula in Soldotna, AK. Soldotna is located on the Kenai River, one of the most popular sport fishing destination in Alaska. Soldotna experiences mild summers and relatively warm winters. Temperature variances between the seasons are commonly -9 to 65ºF.

This position provides Refuge management with science based recommendations regarding management on a large, landscape-scale Alaska national wildlife refuge in support of meeting refuge purposes. Provides oversight and direction to the refuge biological program directly supervising 6 biologists/ecologists, and leadership in fostering partnerships with other agencies, organizations, academia and the broader scientific community. Oversees a comprehensive science program which focuses on empirical data collection, analyses and modeling to guide adaptive management in response to environmental change and to conserve healthy fish, wildlife and habitats, and oversees field activities including monitoring of landscape change and drivers, biotic and abiotic inventories, wildlife and vegetation surveys, remote sensing, invasive species monitoring and control, research, and restoration.

Basic Entry Requirements for the GS-0486 series:

Possess a Bachelor's Degree with a major in a biological science that includes the following course work: 1) at least 9 semester hours in such wildlife subjects as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; AND 2) at least 12 semester hours in zoology in such subjects as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects; AND 3) at least 9 semester hours in botany or the related plant sciences. NOTE: Transcripts must be submitted to show how you meet this requirement.

Possess a combination of education and experience that is equivalent to a major in a biological science. This combination includes 1) at least 9 semester hours in wildlife subjects as described in "A" above; AND 2) 12 semester hours in zoology subjects as described in "A" above; AND 3) 9 semester hours in botany as described in "A" above. NOTE: Transcripts must be submitted to show how you meet the education requirement.

Specialized Experience Requirement:

Possess at least one year of specialized experience equivalent to at least the GS-12 level in the Federal service performing the duties of a Wildlife Biologist.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.


The Land Management Workforce Flexibility Act (LMWFA),P.L. 114-47, allows certain individuals who currently or formerly were under time-limited competitive appointments at certain land management agencies to compete under merit promotion procedures:

Public Land Corps (PLC) Hiring Authority:
Note: You must provide a copy of the Certificate of Eligibility for Non-Competitive Hiring Based for Public Land Corps Service.
(1) In order to be eligible for PLC non-competitive status, a former member of the PLC must provide documentation, as part of their application, verifying their eligibility and meet the following criteria:
(a) Served as a qualified youth on an appropriate conservation project completing a minimum of 640 hours of satisfactory service that included at least 120 hours through the PLC;
(b) Applied to a vacancy announcement for which applications are being accepted from individuals with non-competitive status;
(c) Meet the Office of Personnel Management (OPM) minimum qualification standards stated in the vacancy announcement for the position which you are applying; and
(d) Completed his/her most recent Corps service, which provided him/her with a total of 640 hours, inclusive of 120 hours on a PLC project as defined in 16 USC 1723(d), within the last two (2) years.
(2) Appointments must be effected within the two years requirement.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s) and grade point average or class ranking. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Alaska Region 7 Vacancies: The salary range given above includes base pay and locality pay, you will receive a 4.22% cost of living allowance for Anchorage, Fairbanks, and Juneau, or 5.80% for all other Alaska locations. This allowance is subject to annual review, adjustment and grade decrease.

FWS has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

A PCS Move is authorized as follows: travel and relocation expenses including reimbursable real estate expenses will be authorized in accordance with the Federal travel regulations and may include contractor-provided home sale. All moving expenses are taxable.


If you are a current U. S. Fish and Wildlife Service employee and you are transferring from a Region outside of Alaska, you will be eligible to return to a position in your home Region upon completion of a minimum 3-year tour of duty in Alaska. If you exercise this option, your home Region will place you in a position of equivalent grade in the same general occupational classification series that you occupied in Alaska.


Supervisory Probationary Period: If you have not previously completed a supervisory probationary period, you will be required to serve a one-year supervisory/managerial probationary period for this position.

  2. Mastery of the principles, theories, methods and practices of wildlife biology, conservation biology, wildlife ecology, ecosystem management and research, and their application in the field as it relates to management of wildlife habitat.
  3. Expert knowledge of fish and wildlife management techniques and strategies, population dynamics, fish and wildlife management study development, statistical data analysis, and information management.
  4. Expert knowledge in relevant fields such as: wildlife management, ecological functions, processes of habitat associations, and other applicable disciplines.
  5. Knowledge of the biology and ecology of the threatened and endangered species, including habitats, life history, food habits, habitat utilization, movements, behavior, and population dynamics and a wide command of the scientific literature.
  6. Knowledge and experience in wildlife census, vegetation survey, and water quality monitoring techniques. This includes ground surveys and low-level aerial surveys.
  7. Ability to write plans, correspondence, and reports which communicate effectively in English and which are characterized by good style, correct spelling and good grammar.
  8. Skill in supervising and training biologists, biological technicians, seasonal aides and volunteers.
