Summary

This position is to provide leadership, coordination and oversight in wildland fire planning on the National Forest. Responsible for implementing fire planning policies and procedures consistent with national and regional level guidance and coordinating information between regional and local fire planning units and with other resource specialists.

  • Responsibilities listed below are at the full performance GS-11 grade level.
  • Provides local expertise for short and long term strategic fire management planning, assessments, and interagency and/or unit fire management plans.
  • Develops local plans that reflect national, regional and local management goals, requirements and strategic objectives related to fire and aviation management.
  • Evaluates the technical aspects and effectiveness of exiting wildland fire and aviation management programs and provides recommended changes or initiatives to improve the overall efficiency and success of the program.
  • Implements program management direction for national forests and grasslands and/or interagency fire planning efforts.
  • Provides input for the development of plans and fire management alternatives in coordination with Regional Office, Forest and Grassland Office staff and other resource specialists.
  • Performs data collection and evaluation of fire hazard risk, fuels, historic fire occurrence, fire effects, climatology and weather.
  • Provides local input to budget development and the annual reporting of program accomplishments.
  • Develops annual program of work which may include budget allocations and severity requests.
  • Provides input to the development of plans and agreements.
  • Provides wildland fire planning technical support and coordination with fire management officers, land or resource management staffs, and planners throughout the local area.
  • Works closely with counterparts from other federal, state or local partner agencies.
  • The incumbent provides analysis and advice to resolve fire and aviation management issues. Present technical information and complex issues into a coherent and concise manner that is understandable to a variety of audiences.
  • Utilizes specialized software and modeling to evaluate the effectiveness of fire and aviation management strategies to meet land and resource management goals and objectives.
  • Provides technical expertise in strategic and local fire planning analysis systems, models and decision support systems.

  • Initial appointment is subject to satisfactory completion of training.
  • This is a Test Designated Position. You will be tested for illegal drugs prior to appointment and randomly thereafter. Appointment and continued employment is conditional on negative results.
  • Must be at least 18 years of age.
  • This is a secondary firefighter position under 5 USC 8336(CSRS) and 8412(d) (FERS). At least 90 days of wildland firefighting experience is required. There is no age limit for entry into secondary positions.

Qualifications

Specialized Experience Requirement:

For the GS-09 grade level: One year specialized experience equivalent to the GS-7 in the Federal service. Examples of specialized experience include: Assisting in developing long and/or short range plans for fire and/or aviation management. Participating in functional reviews and annual readiness inspections for fire management. Assisting in providing technical expertise in developing, coordinating and consolidating fire management plans needed to meet fire program objectives. Utilizing systems for fire planning and analysis such as specialized software and modeling, e.g. databases, graphic tools, and Geographic Information Systems (GIS) applications.
OR
A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related to this position.
OR
An appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. Examples of specialized experience are: Assisting with a component of a wildland and/or prescribed fire management program. Assisting in implementing a partial fire program budget taking into consideration changing priorities. Assisting in implementing agreements with cooperators. Establishing relationships with entities external to the organization regarding fire issues.


For the GS-11 grade level: One year specialized experience equivalent to the GS-9 in the Federal service. Examples of specialized experience include: Assisting in developing and evaluating prescribed fire plans or fire management plans. Providing guidance on data collection and evaluation of fire hazard risk, fuels, historic fire occurrence, fire effects, climatology and weather. Assisting in developing annual program of work including budget allocations and severity requests for fire and/or aviation management. Utilizing fire planning analysis systems, models and decision support systems.
OR
Three (3) years of progressively higher level graduate education leading to a Ph.D. degree or PH.D. or equivalent doctoral degree that is related to the work of this position.
OR
An appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Selective Placement Factors

A minimum 90 days experience performing on-the-line (Primary/Rigorous) wildland fire suppression duties as a member of an organized fire suppression crew or comparable unit that utilized knowledge of wildland fire suppression, containment or control techniques and practices under various conditions. This experience must be documented with specific dates in the online application or resume.

FIREFIGHTER RETIREMENT COVERAGE: This is a secondary position covered under the special retirement provisions of 5 USC 8336(c) for the Civil Service Retirement System and of 5 USC 8412(d) for the Federal Employees Retirement System.
