Duties

Help

Develops, implements, and oversees all OIG IT infrastructure. This includes server maintenance, network storage upgrades, backup system operations, user workstation maintenance and upgrades, maintaining a forensic network, and maintaining an alternate investigative network located within OIG as a technical expert.

Maintains and upgrades all software, operating systems, and forensic software used in OIG which is purchased and maintained completely independent of NSF enterprise helpdesk. 

Independently maintains and updates all search warrant field kits.

Applies expert knowledge of data structures, operating systems, and software applications to perform highly specialized computer forensics investigative tasks, such as employing artificial intelligence logic to identify patterns of numbers signifying bank accounts, phone numbers, social security numbers, dates of birth and credit card numbers either directly or by overseeing a staff performing the work.

Serve as a subject matter and technical expert to determine which hardware and software will be required for OI agents during investigations.

Manages and executes field support by preparing laptops, loading data, indexing data, transferring the laptops to the proper people, and fielding user questions on the systems and the software in use.

Prepares previously collected data for ingestion into e-discovery software. Provides the ingested data on a system to the requesting agent in the field. Answers questions and provides support for the system and the software.

Develops and provides informal and structured forensic and IT training on new forensic tools and techniques for different levels of employees based on roles and responsibilities, as well as specific needs and skill development.

Develops and implements new technologies and methods in digital forensics and forensic countermeasures.

Interacts directly, with all users of assigned systems to provide assistance, operational support, and problem solving. 

Manages normal daily operations of the entire NSF OIG IT network and forensic laboratory which includes forensic workstations, servers, Network Attached Storage (NAS), network connections, forensic hardware, all peripherals and all investigative tools used by OI members.

Determines appropriate products or services with clients or customers to define project scope, requirements, and deliverables.

Performs the following supervisory duties:

1) plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work; 2) assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; 3) evaluates work performance of subordinates: 4) gives advice, counsel, or instruction to employees on both work and administrative matters; 5) interviews candidates for positions in the office, and recommends appointment, promotion, or reassignment to such positions; 6) hears and resolves complaints from employees; 7) effects minor disciplinary measures, such as warnings and reprimands, and recommends other action in more serious cases; 8) identifies developmental and training needs of employees; 9) finds ways to improve production or increase the quality of the work directed; and 10) develops performance standards.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

Qualifications

To qualify at the GS-14 level you must have at least one year of specialized experience equivalent to the GS-13 level in the Federal service.  Specialized experience is work that involves leading and managing the planning and delivery of infrastructure systems and services including network systems and services, systems administration and datacenter operations, and database management systems, in response to agency requirements.

In addition to the specialized experience stated above, applicants must have IT-related experience demonstrating each of the following four competencies:

  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
