Duties

Help
  • Review procurement work directives and procurement data packages for regulatory compliances, clarity and completeness.
  • Determine contractor adherence to financial, production and delivery requirements; submission of periodic technical and progress reports, and responsibility regarding timely delivery; loss, destruction/damage to Government property.
  • Negotiate changes in the terms of the contract to include specifications, delivery schedules, payment, and shipping points.
  • Procures draft solicitation documents, prepares and releases automated contract writing systems documents, and prepares/reviews and posts pre-award synopses.
  • Establish necessary administrative controls and procedures to ensure contract compliances.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • At a minimum this position requires a Secret Clearance. If management identifies the need, it may require a Top Secret Security Clearance.
  • This position requires up to 10% of business travel.
  • Selectees must complete certification at Level II in the Acquisition Career Field Contracting within 24 months with an additional 12 months from the date of Entrance on Duty (EOD) up to a total of 36 months.
  • This position requires the selectee to file a Financial Disclosure Statement upon entrance into the position and annually thereafter.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Contract Specialist:

Degree: Bachelor's degree (or higher degree) from an accredited educational institution.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency,
OR
(2) Served as a military member in a comparable military occupational specialty;
OR
(B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which involves 1) acquisition planning, preparing procurement plans, preparation of cost and price analysis, contract negotiations, contract modifications or amendments, and 2) reviewing and closing out completed contracts; pre-award and/or post-award procurement actions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
