Duties

Help
  • Resolves legal and factual problems with wide latitude for the exercise of independent judgement.
  • Requires expertise in such diverse fields of law as contract law, environmental law, personnel management, labor relations (to include EEO), legal assistance, claims, ethics, Freedom of Information Act, and agency law.
  • Advises Commander and key personnel on issues affecting Depot mission, operations, production and relations with external entities.
  • Analyzes facts, ascertains law and gives opinions, stating facts and legal issues, explaining legal principles, identifying alternative courses of action, evaluating them and recommending decision or action.
  • Advises Commander, Civilian Personnel Officer, Equal Opportunity Manager and supervisors concerning removals, discipline, adverse personnel actions, and Grievances or complaints within Army, Merit System Protection Board.
  • Reviews soldiers' and civilian employees' statements of employment and financial interests and examines individual conduct to ascertain if there is a conflict or potential conflict of interest
  • Trains management in standards of conduct, legal aspects of civilian personnel practices and labor-management relations.
  • Advises management and the Civilian Personnel Officer in disputes between two recognized employee organizations and management.
  • Performs litigation in arbitration and other administrative fora, to include discovery, witness preparation, drafting pleadings and motions, developing trial strategy, and litigating cases
  • Advises management on problems arising out of federal and state programs relating to environmental pollution controls.
  • Serves as legal adviser for various installation administrative, civil, and general law issues, including, but not limited to, AR 15-6 investigations, Freedom of Information Act and Privacy Act issues, financial liability investigations.
  • Serves as Agency Ethics Counselor. Responsible for executing the Army Ethics program for CCAD.
  • Advise and assist depot personnel on questions of substantive and remedial law or administrative policy involved in the operations of the depot and in its contacts with industry, private and professional associations, state, and local.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance for access for the duration of employment.
  • This position requires the incumbent to maintain active bar membership, in good standing (as defined by the pertinent bar) of the bar of the highest court of a State, U.S. territory, the District of Columbia, or Commonwealth of Puerto Rico.
  • This position may require the incumbent to submit a Public Financial Disclosure Report (OGE Form 278e) or a Confidential Financial Disclosure Report (OGE Form 450) upon entry, and annually thereafter in accordance with DoD Directive 5500-7-R.

Applicants will be evaluated to determine if they meet the minimum qualification requirements and on the extent to which their application shows possession of the following knowledge, skills and abilities (KSAs) associated with the position. KSA's:

1) Skill in identifying and researching highly technical and complex legal issues in the areas of labor and civilian personnel law, administrative law, ethics/fiscal law, and contract law.
(2) Skill in providing legal, technical, and policy guidance to a wide range of clients including service members, employees, supervisors, senior leaders, and other lawyers..
(3) Ability to effectively, professionally, and ethically manage a heavy caseload of clients with complex legal and managerial needs.

Qualification Requirements: Applicants must meet the following minimum qualification requirements:
1) Education: Assignments require the first professional law degree (Bachelor of Laws (LL.B.) or Juris Doctorate (J.D.)). Applicants for initial appointment into attorney positions must be graduates of law schools accredited by the American Bar Association at the time of the applicant's graduation. The Army General Counsel may make an exception upon a showing that a candidate possesses superior qualifications and that no well-qualified candidates from accredited law schools are available.
2) Bar Membership: Applicants must be active members in good standing (as defined by the pertinent bar) of the bar of a State, territory, the District of Columbia, or the Commonwealth of Puerto Rico.
3) Professional Legal Experience: Applicants must possess more than 2 years of professional legal experience after admission to the bar commensurate with the duties of the position. The Attorney Qualifying Authority may grant an exception to this requirement when an applicant possess special qualifications.
4) Time in Grade (current Federal employees): Candidates selected for advancement will normally have completed at least one year of service that is one grade lower than the position to be filled. The selecting official may request a waiver of the one year requirement in cases where hardship or inequity exists.
