This position is located in the Department of Homeland Security, Office of Operations Coordination, Washington, District of Columbia.The primary purpose of this position is to provide leadership and direction for a robust watch staff comprised of the elements of the NOC. The SWO may act with full authority, on behalf of the NOC Duty Director in all matters to ensure that situational awareness of all significant threat reporting or incidents is maintained, including tasking NOC Desk Officers to acquire additional information on current or emerging threats or events from federal, state or local agencies..

Duties performed:

  • Provide continuous onsite management of a 24/7 watch consisting of representative of DHS, Intelligence Community, Law Enforcement, Department of Defense, other critical Federal Departments and State and Local partners.
  • Manage and direct the processes in the NOC and the flow of information from desk officers, subordinate DHS elements, other Federal operations centers, and state and local organizations to ensure threat and incident information is properly acquired, tracked, and archived.
  • Develop and maintains close working relationships with NOC desk officers from other Federal Agencies and Departments, DHS components, state and local law enforcement and intelligence organizations.

Qualifications

Applicants must demonstrate that they meet the Minimum Qualification requirements as noted below.

Specialized Experience:
GS-15: Applicant must demonstrate at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 level in the Federal service that included:

  1. Monitoring developing situations until decisions are made to stand-down or elevate the level of incident response;
  2. Ensuring that watch standers are present and performing their assigned duties and prioritizing tasks and efforts during the watch;
  3. Managing an organization comprised of operation, intelligence and law enforcement agencies during a crisis situations; and
  4. Leading a major command operation or command center.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).
