Qualifications

Only experience and education obtained by 10/08/2020 will be considered.

You may qualify at the GS-13 level, if you fulfill the following qualification requirement:

One (1) year of specialized experience equivalent to the GS-12 grade level in the Federal service that demonstrates your mastery of environmental compliance concepts, principles, and practices used to resolve pollution problems associated with solid and hazardous waste operations, domestic and industrial waste water disposal and water supply operations, solid and hazardous materials and waste operations, air pollution parameters, asbestos, lead, pesticides and other contaminants and their associated environmental liabilities; and independently can conduct environmental compliance audits.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Thee Land Management Workforce Flexibility Act (LMWFA),P.L. 114-47, allows certain individuals who currently or formerly were under time-limited competitive appointments at certain land management agencies to compete under merit promotion procedures:

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):
1. Mastery knowledge of environmental compliance concepts, principles, and practices used to resolve pollution problems associated with solid and hazardous waste operations, domestic and industrial wastewater disposal and water supply operations, solid and hazardous materials and waste operations, air pollution parameters, asbestos, lead, pesticides and other contaminants, and their associated environmental liabilities.
2. Mastery knowledge of and experience implementing Federal, State and local legislation and regulations, including the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), and the Resource Conservation and Recovery Act (RCRA) that apply to cleaning up releases of hazardous substances to the environment.
3. Demonstrated ability to prepare scopes of work and cost estimates for Architectural/Engineering firms to prepare technical studies, provide environmental management services, and perform technical review of contractor work.
4. Ability to maintain and manage an information management system or database.
5. Ability to communicate orally to explain complex environmental information to people at all levels of an organization, both within and outside the federal government.
