1-Non Sensitive: This is a non-sensitive position designated as high risk public trust, favorable adjudication of a Tier 4 investigation is required. Failure to successfully meet these requirements will be grounds for termination. Continued employment with FinCEN is contingent upon satisfactory completion of the Tier 4 level background investigation, the results of which fully meet the FinCEN's special employment criteria. All employees are subject to satisfactory completion of periodic reinvestigation and a continuing life style in conformity with applicable national and FinCEN directives. Any unfavorable information developed during an investigation or other official inquiry may result in termination of employment in accordance with established security policies and procedures.

As a Human Resources Specialist, you will:

  • Obtain perspectives from concerned functional areas and organizational representatives, develop program guidelines or directives, coordinate implementation, and provide briefings to groups of affected employees.
  • Provide consultation and guidance for recruitment; staffing and classification and review personnel actions for processing.
  • Participate in employee relations issues, researching and summarizing background information, informing managers of guidelines and actions required, and developing notices and documentation.
  • Advise on benefits matters, including all forms of leave, paid and unpaid, and the provisions of leave sharing, the Family Friendly Leave Act, and the Family Medical Leave Act; health and life insurance and long term care insurance provisions; and transportation subsidy and parking and shuttle availability.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience:
For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes performing HR advisory services in a minimum of two of the following HR areas:

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Must successfully complete a background investigation.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
