Duties

Help

As the Division's chief operations expert, the incumbent is responsible for strategic planning with respect to Division operations and leading all business activities in the division including: human resources, budget execution and oversight, grant and contract administration, business and IT processes, and space management. Specific duties include the following:

SUPERVISION, MANAGEMENT and DEVELOPMENT

  • Supervises and manages a workforce of 12-15 administrative team members.
  • Oversees individual performance, providing appropriate coaching, mentoring and training.
  • Handles employee and labor relations issues.
  • Conducts recruitment and processes staffing actions.
  • Develops staff, including assignment of activities designed for staff growth and continuous learning. 
  • Works with staff on individual professional development plans. 
  • Engages and empowers staff on continuous improvement of Division processes. 
  • Approves leave, recommends award, and engages in other first-level supervisory duties.

OPERATIONS MANAGEMENT AND OVERSIGHT

  • Formulates, executes, and monitors the AOAM budget for the Division. Conducts budgetary reporting and analysis; forecasts budgetary needs and identifies potential problems; certifies and obligates funds; and allocates funding and resources for Division projects.
  • Develops the Division programmatic budget operating plan compliant with NSF policies and funding practices.  Interprets reports and other budgetary data to make recommendations to senior management on out-year commitment planning and adjustments to cluster budget allocations. 
  • Coordinates or leads complex projects, analytical studies, and reviews related to the effectiveness and improvement of procedures, policies, or business systems including financial management, IT, or management processes and systems. 
  • Develops strategies for forecasting, acquiring, and allocating resources based on Division needs and partners with senior management to make decisions and implement new business processes based on new policies and procedures. 
  • Represents the Division or Directorate on business committees and coordinates with other units regarding business programs and processes.  Analyzes management information and administrative reporting systems, data sources, and administrative reporting requirements and develops solutions to avoid or minimize adverse impact on program operations.
  • Reviews and edits Memoranda of Understanding with multiple agencies; addressing all areas of funding, staffing and resource management, and assisting in drafting the solicitation and management plan that includes collaboration and joint review by multiple agencies. 
  • Serves on NSF-wide working groups, such as Administrative Management Group, to represent the interest of IOS in terms of operational and administrative procedures.
  • Serves as the Division expert on NSF requirements and procedures for all administrative management functions.  Assigns administrative staff to assist and train new scientific staff on NSF systems.
  • Manages the space for the Division; independently making decisions on where to locate new staff, when to configure office space for sharing, arranging for reconfiguration of space to accommodate staff requirements, and negotiating with other BIO divisions for space as necessary.

Qualifications

To qualify at the GS-13 level, you must have one year of specialized experience equivalent to the GS-12 level in the Federal service. Examples of specialized experience include, planning work to be accomplished by team members, setting and adjusting short-term priorities and preparing schedules for completion of work; identifying developmental and training needs of employees; developing performance standards; working with managers to ensure that program and agency objectives are being met; projecting administrative support staff resource needs; providing input and insight into the development and implementation of new policies and procedures that affect an organization’s programs and processes.

To qualify at the GS-14 level, you must have one year of specialized experience equivalent to the GS-13 level in the Federal service. Examples of specialized experience include, planning work to be accomplished by team members, setting and adjusting short-term priorities and preparing schedules for completion of work; identifying developmental and training needs of employees; developing performance standards; working with managers to ensure that program and agency objectives are being met; projecting administrative support staff resource needs; providing input and insight into the development and implementation of new policies and procedures that affect an organization’s programs and processes. Experience should also include serving as a first level supervisor, human capital management, knowledge of the Federal Budget process, conducting budgetary reporting, and analysis; forecasting budgetary needs; managing contracts; providing guidance and recommendations to senior management on policies, process management, budget allocation.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
