Provides support of functions relating to the identification, classification, storage, handling and shipment of hazardous materials that are procured by DLA.
Provides technical/engineering determinations on the hazardous properties of items and incorporates the data into the Hazardous Materials Information Resource System (HMIRS).
Complies with regulations for management of hazardous materials to include Federal and military agencies with emphasis on the OSHA Hazard Communication Standard and the Globally Harmonized System of Classification and Labeling of Chemicals (GHS).
Through research and technical evaluation, identifies and classifies all DLA managed hazardous materials in accordance with criteria established by the Department of Transportation and other laws and regulations.
Executes techniques and procedures to maintain, update and standardize data in the HMIRS database.
Provides technical advice and guidance to assure compliance with Federal laws.
Represents the organization at meetings to discuss technical problems involved in the handling, storage and transportation of hazardous items.
Appointment is subject to the completion of a favorable suitability or fitness determination, where reciprocity cannot be applied; unfavorably adjudicated background checks will be grounds for removal.

Qualifications
To qualify for an Interdisciplinary Chemical Engineer/Chemist, your resume and supporting documentation must support any of the Basic Requirements for the 0893 or 1320 series AND the required specialized experience:
Basic Requirement for 0893 series:
A Bachelor's Degree or higher in professional engineering. To be acceptable, the program must: (1) be in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
A combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
Professional Registration or Licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the Basic Requirements above. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in the Basic Requirements above.
Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g. engineering technology physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
Basic Requirement for 1320 series:
A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.
OR
B. Combination of education and experience -- course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.
A. Specialized Experience:
In addition to the Basic Requirement, one year of specialized experience is required that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. To qualify at the GS-11 level, applicants must possess one year of specialized experience equivalent to the GS-09 level or equivalent under other pay systems in the Federal service, military or private sector. To qualify at the GS-09 level, applicants must possess one year of specialized experience equivalent to the GS-07 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Providing technically authoritative guidance and information on the handling of hazardous materials

Determining the types of chemical data necessary to permit compliance with Federal regulations.
Providing guidance on the transportation, storage and use of chemical elements, compounds and products
Working with higher graded employees to prepare and present briefings on a study's progress and results
Preparing technical reports and documenting the progress and results of studies to characterize and identify hazards of substances.
For GS-09:
Reviewing regulations for compliance with safety, environmental, transportation, and OSHA Hazard Communication Regulations.
Assisting higher graded specialists in technical/chemical determinations on the hazardous properties of items
Selecting and applying appropriate workforce guidance based on knowledge of chemical and physical properties of products.
Assisting others in reviewing chemical data to determine its consistency and technical credibility

Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for grade levels GS-11 and GS-09, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11 and GS-09.
