Summary

Serves as the Assistant Regional Director for Fish and Aquatic Conservation within our Portland, or Sacramento, Regional Offices with Region wide managerial, leadership, and advocacy responsibility for programs, issues and policies relative to the protection of fish and wildlife resources. Responsible for the achievement of goals and objectives carried out by Regional Office staff, project leaders and ecosystem teams through line management operations.

Duties

Help

  • Formulates and implements policies, standards, and procedures. Develops short- and long-range plans, objectives, and priorities for ensuring adherence to the laws and policies which govern the management of the Service. Serves as an advocate and provides leadership for national and Regionwide program issues and policies (e.g., Fisheries Program national priorities).
  • Responsible for leadership in programs such as Fish Passage Program, Aquatic Nuisance Species Prevention and Control Program, and Aquatic Habitat Restoration Program. Coordinates with Law Enforcement (LE) and Wildlife and Sport Fish Restoration (WSFR) organizational elements on programmatic and operational issues by identifying needs and opportunities. Implements outreach efforts. Effects Tribal and other agency coordination within the geographic area or in field stations supervised (with Regional Office Native American/External Affairs staff).
  • Estimates and justifies resources such as funding, space, supplies, equipment and personnel needs. Manages multimillion dollar budgets for assigned programs which are subject to rapidly changing initiatives and shifting priorities. Determines needs for special projects and studies to be carried out by subordinates, contractors, consultants, academicians, and field stations.
  • Reviews, formulates, and influences the establishment of policies, plans, programs, and procedures of Regional scope. Develops program policy, guidance and establishes program priorities, and ensures consistency in collaboration with AD, Regional Director, and others. Participates in designing national programs and policies.
  • Provides programmatic information and guidance to field stations and cross-program teams (such as Comprehensive Conservation Plans (CCPs) for fisheries and other aquatic species including their habitat on NWRs, Indian reservations, and other Federal agency lands). Develops program planning requirements such as Fishery Management Plans. Evaluates field stations for program implementation.
  • The incumbent values and fosters cultural diversity and is primarily responsible for creating an environment where culturally diverse people can work together. He/she fosters diversity through oversight of the program's staffing and employee development functions.

Qualifications

Only experience and education obtained by 10/01/2020 will be considered.

The Fish and Wildlife Administration Series, 0480, has a basic requirement. In order to meet this requirement you must possess one of the following:
A. Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
B. Experience: Four years of experience that demonstrated that the applicant acquired knowledge and understanding of one or more of the biological sciences, agriculture, natural resource management, or related disciplines equivalent to that which would have been acquired through completion of a 4-year course of study as described in A above.
C. Combination of education and experience: Courses equivalent to a major, or at least 30 semester hours in courses, as shown in A above, plus appropriate experience or additional education.

In addition to the basic requirement, you must possess one year of specialized experience as indicated below equivalent to at least the GS-14 level in the Federal Service that includes: directing policy and staff functions, developing short and long-range plans and formulating and implementing policies, standards and procedures for a regional or national natural resources program, including experience with implementing the Endangered Species Act; Experience supervising staff work on programmatic issues regarding natural resources, and advising management concerning controversial and complex issues affecting natural resources.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Land Management Workforce Flexibility Act (LMWFA),P.L. 114-47, allows certain individuals who currently or formerly were under time-limited competitive appointments at certain land management agencies to compete under merit promotion procedures:

Public Land Corps (PLC) Hiring Authority:
Note: You must provide a copy of the Certificate of Eligibility for Non-Compliance Hiring Based for Public Land Corps Service.
(1) In order to be eligible for PLC non-competitive status, a former member of the PLC must provide documentation, as part of their application, verifying their eligibility and meet the following criteria:
(a) Served as a qualified youth on an appropriate conservation project completing a minimum of 640 hours of satisfactory service that included at least 120 hours through the PLC;
(b) Applied to a vacancy announcement for which applications are being accepted from individuals with non-competitive status;
(c) Meet the Office of Personnel Management (OPM) minimum qualification standards stated in the vacancy announcement for the position which you are applying; and
(d) Completed his/her most recent Corps service, which provided him/her with a total of 640 hours, inclusive of 120 hours on a PLC project as defined in 16 USC 1723(d), within the last two (2) years.
(2) Appointments must be effected within the two years requirement.
(3) The two year time-frame cannot be extended.
(4) Selectees will be subject to a probationary period.
(5) This authority may be used for General Schedule and Federal Wage System positions.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s) and grade point average or class ranking. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

  2. Knowledge of hatcheries and fisheries management program activities, laws, policies, and rules in order to evaluate program effectiveness, employee performance, and provide authoritative advice and recommendations.

  3. Mastery of the concepts, principles, and practices of fish and wildlife biology in order to direct and control scientific/program activities.

  4. Knowledge of conceptual and technological advances in resource management sufficient to be recognized as an authority in order to influence others and gain the acceptance of the Service's approaches, findings, and recommendations involving significant scientific and socioeconomic matters.

  5. Ability to establish positive working relationships with people that have widely varying backgrounds, objectives, and goals, including persons and groups with diverse cultural backgrounds.

  6. Knowledge and skill in applying supervisory/managerial principles and methods in order to direct and motivate a diverse staff; and, a high degree of leadership knowledge and skill in order to implement agency changes through the integration of a highly specialized and scientifically sophisticated workforce.
