Help

Duties include, but may not be limited to the following:

  • Serve as the focal point of contact and advocate for health education and information initiatives, programs and activities.
  • Assess and interpret the needs of the system and address the needs by development of appropriate programs and services.
  • Ensure the necessary interdisciplinary input to plan, implement, and evaluate health education services across the facility's continuum of care.
  • Identify specific needs and select appropriate medical information for patients, family members, caregivers and staff.
  • Apply knowledge and expertise in library and information sciences in order to direct day-to-day operations of a learning resource center.
  • Develop teaching programs with particular emphasis of developing user-centered strategies for educating clinical staff in the use of numerous health-related databases.
  • Perform other related duties as required.

Work Schedule: Monday - Friday, 8:00 am - 4:30 pm

Qualifications

BASIC REQUIREMENTS: All Librarians must meet the requirements for professional education in library science or possess equivalent experience and education as follows: To qualify for this position, you must meet the Basic Requirements as well as the additional qualification requirements.

Basic Requirement Education: (TRANSCRIPT REQUIRED) - Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree.

OR

Basic Requirement Combination of Education and Experience: (TRANSCRIPT REQUIRED) - Possession of a total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.

ADDITIONAL QUALIFICATION REQUIREMENTS: In addition to meeting the Basic Requirement above, you must also meet one of the following additional education and experience requirements for this Librarian position at the GS-11 level.

SPECIALIZED EXPERIENCE: Applicants must possess at least one year of specialized experience that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-9 grade level in the Federal Service. Qualifying specialized experience includes: Possessing knowledge in theories, principles and techniques of professional librarianship as applied in medical libraries and consumer health resources; utilizing knowledge of the techniques, practices and concerns of clinical medical librarianship, experience with curriculum design and teaching techniques in a hospital setting to teach clinical staff; possessing knowledge of medical, biological, and related health science disciplines, understanding and using the terminology of these disciplines to interact with clients posing clinical questions; using information tools in varied formats in determining the most appropriate sources for locating information and developing search strategies for extracting information; possessing experience with library services such as document delivery, interlibrary loan, acquisitions, cataloging and organization, collection maintenance, and reference work in hospital libraries; and possessing skill in managing time effectively and efficiently.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: (TRANSCRIPT REQUIRED) - Successful completion of 3 full years of progressively higher level education in library science or doctoral degree (Ph.D. or equivalent) related to the position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that number cannot be obtained from the school, 18 semester hours should be considered an academic year of graduate study.

OR

COMBINING EDUCATION AND EXPERIENCE: (TRANSCRIPT REQUIRED) - Equivalent combination of successfully completed related graduate level education and specialized experience as described above, to meet the total experience requirements for this position at the GS-11 level.

Physical Requirements: The position involves sitting, standing for lengthy periods of time teaching and walking around the facility. Some lifting and carrying is involved with moving or arranging education material or equipment.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
