As the Office of Inspector General (OIG) for the U.S. Department of Housing and Urban Development (HUD), we remain an independent and objective organization, conducting and supervising audits, evaluations, and investigations relating to the Department's programs and operations. We promote economy, efficiency, and effectiveness in these programs and operations as we also strive to prevent and detect fraud, abuse, and mismanagement. The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

  • Reviews legislation, reports, policies/procedures, previous reviews by other internal or external reviewing organizations, congressional testimony and reports, and other background information; holds discussions with program personnel to become familiar with program requirements and operations; determines any potential problems; develops required connections to offices, organizations, and program personnel; and identifies preliminary scope and course of evaluation assignments.
  • Develops plans tailored to each specific evaluation.
  • Develops and/or modifies procedural methods to ensure that thorough and accurate data are collected.
  • Meets with top management officials, program personnel, and OIG management to present and explain findings, conclusions, recommendations methodologies, and to answer other questions.
  • Provides clear, detailed, and well-supported criteria, condition, cause and effect for each finding and recommendation.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. 

Specialized experience:  For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: 

  • Planning and conducting evaluations, performance audits, or similar assessments of programs; AND
  • Assisting in the design of the methodology and scope of evaluations, performance audits, or similar assessments of programs; AND
  • Participating in meetings with program personnel and managers to present findings, explain the significance of conclusions, justify recommendations and answer questions about work conducted; AND
  • Writing segments of reports.

For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: 

  • Planning and conducting evaluations, performance audits, or similar assessments of programs; AND
  • Designing the methodology and scope of evaluations, performance audits, or similar assessments of programs; AND
  • Applying analytical techniques to determine compliance with requirements, effectives, efficiency; or identify fraud, waste, and abuse; AND
  • Leading meetings with program personnel and managers to present findings, explain the significance of conclusions, justify recommendations and answer questions about work conducted; AND
  • Writing reports or portions of reports. 

Time-in-Grade:
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12, you must have been at the GS-11 level for 52 weeks.

For the GS-13, you must have been at the GS-12 level for 52 weeks.

Time After Competitive Appointment:
Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

CONDITIONS OF EMPLOYMENT
- A one year probationary period may be required.
- Public Trust – Background Investigation will be required. 

- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.

- File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.
- Pass a detailed background investigation.
- Be willing to travel.
