To qualify at GS-9, you need to have one of the following: 1. At least one year of specialized experience equivalent to the GS-7 level in the Federal service. Examples may include: using predetermined formula; preparing straight-forward estimates of future requirements; preparing and assembling justification material to support the budget; identifying differences between current spending and projected estimates; obtaining, compiling, and summarizing factual narrative information and quantitative data. 2. Two full years of progressively higher-level graduate education or Master's or equivalent degree (such as an LL.B. or J.D.) that has equipped me to perform the duties of this position. 3. A combination of progressively higher-level graduate education beyond the first year and appropriate experience that together meet the qualification requirements for this position.
To qualify at GS-11, you need to have one of the following: 1. One year of specialized experience equivalent to the GS-9 level in the Federal service. Examples may include: using a variety of budget processes to prepare budget estimates for large internal operating programs, compiling materials concerning the Agency`s internal operating budgets; identifying differences between proposed changes to internal operating programs and projecting spending for those programs; entering data from a variety of sources into forms, reports and schedules. 2. Three full years of progressively higher-level graduate education or Ph.D. or equivalent degree (such as an LL.M.) that has equipped me to perform the duties of this position. 3. A combination of progressively higher-level graduate education beyond the second year and appropriate experience that together meet the qualification requirements for this position.

To be eligible for conversion to a permanent or term position, Recent Graduates must:
-Successfully complete at least 1-year of continuous service in addition to all requirements of the Program.
-Meet the Office of Personnel Management’s qualifications for the position to which the Recent Graduate will be converted.
-Maintain performance at the “Fully Satisfactory” level or higher under the agency’s performance management system.
-Complete all the requirements of the Program successfully (this includes 40 hours of annual interactive training or any other required training or activities with a mentor that are outlined in the employee’s Participant Agreement).
Relocation expenses will NOT be paid.

Category rating procedures will be used to rank and select eligibles. Based on your responses to the occupational questionnaire, you will be assigned a score. Your score will determine in which of three categories you will be placed: Excellent, Very Good, or Good. Under this process, veterans will be assigned to the appropriate category (without additional preference points) and then placed at the top of their category.
Veterans with service-connected disability of 10% or more will be placed at the top of the highest quality category.
