Summary

The incumbent serves as a Budget Analyst in the Budget Operations and Systems Branch (BOSB), Budget Division, Office of Budget, Finance and Award Management, National Science Foundation.  The purpose of the position is to perform a wide range of analytical, budgetary, and administrative functions in implementing the NSF budgetary program, policies, and procedures.

Open to any U.S. Citizen who is a recent graduate and within the previous two years who had a 3.0 GPA and graduated from a qualifying educational institution with an associates, bachelors, masters, doctorate, vocational or technical degree or certificate. Recent graduates who are veterans have up to six years after graduation to apply.

Duties

Help

  • Reviews historical financial operating data and trends to prepare and/or validate estimates.  Reviews easily obtained historical data and using predetermined formulas, prepares estimates of future requirements for a specific operating program or small stable organization. Submits the estimates for consolidation into an integrated budget.
  • Based on a variety of information , prepares estimates for projected operating budget(s). Prepares justification for the estimates. Using predetermined formulas, prepares straightforward estimates of future requirements for a small operating program or stable organization. Submits the estimates for consolidation into an integrated budget. Verifies estimates by assessing the validity of assumptions, evaluating the consistency of dollar estimates with previous costs and the total program, and the realism of projections considering past performance and the monetary, manpower, space, and equipment resources projected to be available.
  • Assembles and/or develops background data and documentation for agency budget requests before OMB and/or Congressional appropriations committees.
  • Prepares justifications for estimates to be used in the presentation of the budget. Assembles and develops background data and documentation in support of requested program budgets for reference and evidence in agency budget hearings. Prepares and assembles a portion of the justification material used by the Agency to support a substantial segment of the budget in the formal presentation to officials of OMB and/or Congress. Develops a concise, clear picture of budget estimates and supporting narrative through the use of a comprehensive financial reporting system for top management.
  • Performs operational program budget execution duties. Performs studies and audits on control and use of funds throughout the year. Assures that obligations incurred and resulting expenditures of funds are in accordance with pertinent laws and regulations.
  • Compiles and coordinates the presentation materials for assigned areas of the budget. Analyzes and evaluates the effects of program plans and budget issues. Continually monitors control point expenditures in relation to planned levels. Prepares analytical reports and makes recommendations for remedial action as appropriate. Identifies differences between current spending and the projected estimate. Recommends adjustments to accommodate future needs.
  • Enters budgetary data into a variety of forms, schedules, and reports. Recommends and makes adjustments when required. Prepares a variety of reports related to the status of funds, expenses, obligations, FTE and workload.  Obtains, compiles, and summarizes factual narrative information and quantitative data for use by others within the office.

Qualifications

To qualify at GS-9, you need to have one of the following: 1. At least one year of specialized experience equivalent to the GS-7 level in the Federal service. Examples may include: using predetermined formula; preparing straight-forward estimates of future requirements; preparing and assembling justification material to support the budget; identifying differences between current spending and projected estimates; obtaining, compiling, and summarizing factual narrative information and quantitative data. 2. Two full years of progressively higher-level graduate education or Master's or equivalent degree (such as an LL.B. or J.D.) that has equipped me to perform the duties of this position. 3. A combination of progressively higher-level graduate education beyond the first year and appropriate experience that together meet the qualification requirements for this position.

To qualify at GS-11, you need to have one of the following: 1. One year of specialized experience equivalent to the GS-9 level in the Federal service. Examples may include: using a variety of budget processes to prepare budget estimates for large internal operating programs, compiling materials concerning the Agency`s internal operating budgets; identifying differences between proposed changes to internal operating programs and projecting spending for those programs; entering data from a variety of sources into forms, reports and schedules. 2. Three full years of progressively higher-level graduate education or Ph.D. or equivalent degree (such as an LL.M.) that has equipped me to perform the duties of this position. 3. A combination of progressively higher-level graduate education beyond the second year and appropriate experience that together meet the qualification requirements for this position.

Additional information

To be eligible for conversion to a permanent or term position, Recent Graduates must:

-Successfully complete at least 1-year of continuous service in addition to all requirements of the Program.

-Meet the Office of Personnel Management’s qualifications for the position to which the Recent Graduate will be converted.

-Maintain performance at the “Fully Satisfactory” level or higher under the agency’s performance management system.

-Complete all the requirements of the Program successfully (this includes 40 hours of annual interactive training or any other required training or activities with a mentor that are outlined in the employee’s Participant Agreement).

Relocation expenses will NOT be paid.

You will be evaluated for this job based on how well you meet the qualifications above.

Category rating procedures will be used to rank and select eligibles.  Based on your responses to the occupational questionnaire, you will be assigned a score.  Your score will determine in which of three categories you will be placed:  Excellent, Very Good, or Good.  Under this process, veterans will be assigned to the appropriate category (without additional preference points) and then placed at the top of their category.
