The primary purpose of this position is to serve as a working leader of three or more Air Conditioning Equipment Mechanics, Boiler Plant Equipment Mechanics, and HVAC Maintenance Mechanics who install, modify, troubleshoot, maintain and repair industrial or domestic high-temperature/high-pressure heating, ventilation, refrigeration, and air conditioning systems.

Duties

Help
  • Performs as a working leader.
  • Troubleshoots HV AC/R systems with complex problems and extensive repairs requiring judgment to locate malfunctions.
  • lnstalls, repairs, and maintains large commercial and industrial ventilation, refrigeration, air conditioning (AC), and cooling systems with complex problems and extensive repairs.
  • Installs, modifies. Overhauls, repairs, and mainta ins a variety of complex heating boilers and/or heating systems, single and multiple fuel power boilers, and associated auxiliary and pollution control equipment.
  • Performs essential electrical work incidental to the maintenance and operation of HVAC/R systems.

  • Shift work and emergency overtime may be required. The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. Recall to duty may be a requirement of this position.
  • The work will require the employee to drive a motor vehicle. An appropriate, valid driver's license will be required tor the position.
  • Position requires CFC/NCFC Certification (universal) as required by 40 CRF Part 82, Subpart F., EPA.
  • Position requires the ability to discern colors, contrast, and depth.
  • Will be required to train/guide lower grade (or other trades) military/civilian employees.
  • Employee is required to obtain and maintain an appropriate restricted area badge and valid flightline driver's license.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.
  • IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential (ME); needed to ensure the continued operations of mission essential functions of the activity. (cont)
  • (cont) Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release.
  • Position requires Lead/supervisory duties.
  • A Pre-employment physical is required.

Qualifications

In order to qualify, you must meet the general experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.


QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-4700 General Maintenance & Operations Work Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.

The screen out element for this position is the ability to do the work of the position without more than normal supervision.

JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of mechanical, electromechanical, and pneumatic principles, processes and techniques to inspect,
install, test, maintain, and repair power boilers and associated auxiliary and pollution control equipment.
2. Knowledge of the construction and operation of a variety of large industrial and commercial refrigeration and
A/S systems, principles and theories of air conditioning and refrigeration and properties of refrigerants, and ability
to maintain difficult balances of a variety of refrigerant controls and complicated motor controls.
3. Knowledge of electrical equipment, i.e., meggers, test lamps, voltage testers, ammeters, and polarity testers and
skill in the use of hand tools, power tools, and a variety of test equipment.
4. Knowledge of safety regulations, practices, and procedures, and other regulations procedures, and policies related
to records maintenance and documentation.
5. Skill in dismantling, repairing, and reassembling pumps, impellers, compressors, chillers, receivers, and
evaporators to include balancing, aligning, and maintaining turbines, pumps, generators, and ash shredding
equipment and pre-heaters.
6. · Skill in troubleshooting complex problems on large projects, applying prescribed test procedures.
7. Ability to read and interpret instructions, blueprints, drawings, sketches, and specifications.
8. Ability to communicate well with others to lead work crews and provide on-the-job assignments.


Physical Demands:
May use hand and power tools and equipment that may require standing and holding tools in uncomfortable
positions for extended periods of time. The work requires considerable bending, kneeling and stooping. On-site
work typically requires crawling, and climbing on ladders, scaffolds and other hard-to0-reach places. The work may
involve frequent lifting of parts and equipment that weigh up to 50 pounds. Occasionally lifts or moves heavier ·
items with the assistance of lifting devices or other. workers. Strenuous physical exertion is sometimes required
when handling heavy and bulky materials.

Work Conditions:
Works inside shops and at outside job sites. In the shop, is exposed to moderate or high noise levels from operating
machinery, fumes and hazards of working on and around scaffolds and ladders. Subject to burns, high temperatures, and
contusions; may occasionally be exposed to the possibility strains, cuts, scrapes, bruises and infections. May work in
confined areas, such as crawl spaces and pits that may be dusty and dirty. Working with piping materials results in·
exposure to unusually dirty conditions (permanent damage to clothes and shoes) and burns from hot steam or condensate.
Uses protective devices such as earplugs, safety glasses, face shields, safety shoes, hard hats,-fall protection, coveralls,
raingear and other protective gear as required. This gear i:nay sometimes be heavy and uncomfortable.


PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
