Summary

This position is located on the Prescott National Forest, Bradshaw and Chino Valley Ranger Districts, Prescott, AZ.

The primary purpose is to serve as Deputy District Ranger sharing responsibility with District Ranger for management of resources, goods, and services of a designated area on a National Forest.

Duties

Help
  • Prepare program of work for multiple natural resource areas to provide stewardship of a public lands resource.
  • Collaborate with unit supervisors to develop policies and programs for the management and protection of public lands/natural resources.
  • Provide guidance for program management, planning, and budgeting for work force and organizational needs.
  • Participate in developing organization and personnel management strategies to accomplish program of work.
  • Coordinate interagency and intra-agency resource management planning efforts.
  • Establish and maintain cooperative relations with local, county, and State representatives, civic groups, cooperators, permittees, general public, and industry.
  • Coordinate projects of common interest with outside organizations.
  • Promote unit program objectives and policies to gain support for their implementation.
  • Identify and evaluate social, political, and economic issues which affect management decisions.
  • Provide technical and administrative supervision to subordinate employees.

Qualifications

Specialized Experience Requirement:

For the GS-12: You must have one year specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as one or more of the following: Represented an organizational unit for the purpose of discussing agency policies and regulations with local, county, and State representatives, civic groups, cooperators, permittees, general public, and/or industry representatives; or developed annual program of work, prepared project work plans, developed long- and short-term budget needs, set priorities and documented work progress and accountability for assigned programs; or planned, implemented, and administered a natural resources program (e.g., timber management program) for a unit that included developing staffing, budget and equipment needs for program/project accomplishment; and/or provided advice, technical support, and evaluation of proposed and on-going natural resource programs to higher-level officials.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

Career Transition Assistance Plan (CTAP), Reemployment Priority List (RPL) or Interagency Career Transition Assistance Plan (ICTAP): To exercise selection priority for this vacancy, CTAP/RPL/ICTAP candidates must meet the basic eligibility requirements and all selective factors. CTAP/ICTAP candidates must be rated and determined to be well qualified (or above) based on an evaluation of the competencies listed in the How You Will Be Evaluated section. When assessed through a score-based category rating method, CTAP/ICTAP applicants must receive a rating of at least 85 out of a possible 100.

Service must be in the competitive service and have been at a successful level of performance or better. Part-time and intermittent service will be credited only for time actually worked. Non-pay status such as leave without pay is credited for up to six months in a calendar year; anything beyond six months is not credited. Farm Service Agency (FSA) County Employees: Permanent County employees without prior Federal tenure who are selected for a Civil Service position under Public Law 105-277 will be given a career-conditional appointment and must serve a 1-year probationary period.

Subject to one-year supervisory/managerial probationary period (unless prior service is creditable). New USDA supervisors must successfully complete all components of the required new supervisory training program before the end of their probationary period.
