Summary

The Flight Director Office at Johnson Space Center is seeking skilled individuals to serve as Flight Directors responsible for planning, directing and controlling the activities of a multi-discipline, integrated team in the conduct of real-time mission operations. The Flight Director role is critical to continued success of NASA's human spaceflight programs. It requires leadership, extensive expertise in mission systems, and ability to manage risk in a high stress, real-time environment.

Duties

Help
  • Lead a flight operations team and make decisions which can have consequences for human lives and multi-billion dollar commercial and international space assets. Manage risk in building a mission and resolving issues pre-flight and real-time.
  • Develop and evaluate mission objectives according to programmatic guidelines and constraints. Develop and execute Flight Plans according to programmatic mission requirements. Develop and enforce Mission Rules to ensure crew and vehicle safety.
  • Lead development of human spaceflight missions through coordination with programs, technical discipline experts, the Astronaut Office, safety organizations, international partners, Payloads Operations, and other mission-specific stakeholders.
  • Make decisions during spaceflight missions and manage crew, vehicle, launch and ground resources to ensure crew and vehicle safety.
  • Determine and implement a course of action for contingency situations in the areas of crew and vehicle systems, vehicle dynamics, and ground systems to resolve malfunctions and restore the mission to a normal operational state.
  • Lead teams in near-real-time activities to address critical vehicle contingencies, address on-board malfunctions, assess risk associated with recovery options, and select solutions to protect the crew, vehicle and mission.
  • Guide development of mission rules, operating procedures and checklists. Certify flight readiness by evaluating integrated ground and on-orbit team performance.
  • Lead and direct review of methods for accomplishing mission operations and techniques for working with malfunctioning systems using spacecraft telemetry, command, and voice communication subsystems.
  • Evaluate the technical proficiency of flight control team members and certify their ability to execute real-time assignments. Plan and conduct training of the flight control team and crew.
  • Lead analysis of spacecraft and ground systems operation, flight control team performance, and efficacy of procedures utilized by flight controllers and spacecraft crew. Steer corrective action to improve subsequent flight operations performance.
  • As chairperson of a Flight Techniques Panel or Joint Operations Panel, direct development and coordination of flight trajectory, attitude control, and avionics systems management for all phases of flight.
  • In long-range planning periods of mission development, drive integrated team analysis of spacecraft and launch system performance and mission resource predictions to develop flight techniques and mission plans.
  • Evaluate development program/project designs for future mission flight systems and operations, providing technical evaluation of operability and certification of adherence to programmatic requirements.
  • Provide flight operations leadership on various panels, conferences, working groups, and technical committees.
  • Monitor development of innovative concepts, processes, and techniques as well as program/project progress. Perform pre-mission planning, including development of operations concepts, mission plans, and flight readiness processes.
  • Duties described above are at the full-performance level. Duties assigned will be commensurate with the grade of selected employee.

Qualifications

In addition to the Basic Education Requirement, you, must have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

To qualify for GS-14:

Specialized experience at the next lower grade (GS-13) includes performing duties such as technical operations including risk management and decision making which provided knowledge of spacecraft or launch vehicle design and operations, aspects related to hardware, software, flight control, flight design, orbital mechanics, launch services, or ground support systems (command, telemetry, voice -network/TDRSS); integration of ground, crew, and spacecraft capabilities; pre-flight planning, development of integrated procedures/rules, preflight training, or real time mission execution; building coalitions and working with organizations and stakeholders.

To qualify for GS-15:

Specialized experience at the next lower grade (GS-14) includes performing duties such as leading design or technical operations, including aspects related to hardware, software, flight control, flight design, orbital mechanics, launch services, or ground support systems (command, telemetry, voice -network/TDRSS); providing technical and team leadership of ground, crew, or spacecraft capabilities which includes preflight design/planning, development of integrated procedures/rules, preflight training, or real time mission execution; building coalitions and working with organizations and stakeholders including Commercial Crew/Cargo entities, payload and science representatives, International Space Agencies, or other external organizations.

Basic Education Requirement: A bachelor's degree from an accredited college or university with major study in Aeronautical Engineering, Aeronautics, Aerospace Engineering, Architecture, Astronautical Engineering, Astronautics, Astronomy, Astrophysics, Biomedical Engineering, Ceramic Engineering, Ceramics, Chemical Engineering, Chemistry, Civil Engineering, Computer Engineering, Computer Science*, Life Science, Earth and Planetary Science, Electrical Engineering, Electronics Engineering, Geology, Geophysics, Industrial Engineering, Materials Engineering, Materials Science, Mathematics (Pure or Applied), Applied Mechanics, Engineering Mechanics, Mechanical Engineering, Metallurgical Engineering, Metallurgy, Meteorology, Nuclear Engineering, Nuclear Engineering Physics, Oceanography, Optical Engineering, Physics, Applied Physics, Engineering Physics, Space Science, Structural Engineering, Welding Engineering or other appropriate physical science or engineering field. Degrees in engineering technology are not considered to be qualifying for this position.

*Note: Curriculum must include 30 semester hours of course work in a combination of mathematics, statistics and computer science that provided in-depth knowledge of the following: (1) theoretical foundations and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures and the theoretical models for such representations and transformations; and (2) essential mathematical and statistical techniques. Of the 30 semester hours, 15 must be in any combination of statistics and mathematics which includes differential and integral calculus
