Summary

Major duties and responsibilities are summarized below.
Program management. Serves as the senior and primary advisor to the Commanding Officer, NBG, overseeing the effective and efficient administration and management of all Fleet Readiness Programs and operations. Develops and executes comprehensive operating and capital budgets to support ongoing programs and proposed program offerings. Provides administrative and technical direction as it pertains to developing program budgets, implementing marketing strategies, initiating facility maintenance programs, defining staffing requirements, and streamlining all business and logistical operations. Conducts local reviews of Fleet Readiness Programs and operations to ensure compliance with governing directives and prescribed fiduciary standards. Develops strategic plans within the framework of available funds, manpower, facilities, equipment, supplies, and existing services.In collaboration with JRM J9 oversees and executes a full range of Fleet Readiness Programs offered to NBG and tenant commands.Continuously evaluates management procedures and departmental programs by analysis of financial plans and projections, audits, inspections, reports, and by personal visits to other Fleet Readiness activities under the cognizance of CNIC, Department of Defense (DOD), or commercially operated components.
Supervisory. Directly supervises assigned staff at the Installation Program Manager level. Conducts annual performance reviews of staff. Ensures staff receives proper training to fulfill requirements of their positions. Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary. Preferred Qualifications: A four-year degree from an accredited college or university with a major in recreation, leisure program management, physical education, or related field that demonstrates the knowledge, skills and abilities necessary to do the work; AND four years of experience demonstrating progressively more responsible managerial work, a high degree of interpersonal communication, and analytical skills to adapt and respond to diverse situations unique to the military lifestyle; AND Familiarity with Navy Fleet Readiness Programs and/or Navy traditions and customs.
Knowledge of the principles, methods, and techniques of business administration and public administration. Knowledge of pertinent DoD, and Navy regulations, instructions, and policies pertaining to Fleet Readiness Programs. Knowledge of public policy decisions affecting the organization. Knowledge of and skill in resource planning. Knowledge of and skill in providing oversight management of functions for Fleet Readiness Programs. Knowledge of budgeting, financial execution, cost analysis, and business planning in order to make recommendations concerning changes in funding and develop budget plans. Knowledge of Navy APF and NAF contract administration. Knowledge of APF and NAF financial management. Knowledge of CNIC’s EEO policy and procedures. Ability to identify needs, trends, and performance measures to evaluate program effectiveness. Ability to perform the full-range of supervisory duties. Ability to communicate effectively orally and in writing. Ability to persuade, motivate, and deal diplomatically but firmly with senior officials, news media and the public, often in an adversarial environment. Ability to develop and effectively deliver presentations and/or briefings. Ability to establish realistic long and short-term goals and objectives, set achievable deadlines and react quickly to changing priorities.
