Duties

Help

Program Examiners are OMB's core source of expertise on all matters pertaining to the programs and operations of Federal departments and agencies.

As a PROGRAM EXAMINER, GS-0301-12/13, your typical work assignments may include the following:

  • Analyze legislative, budgetary, and regulatory proposals;review testimony,reports to Congress, and other materials for conformance with current policies and priorities; and monitor policy progress through congressional and executive branch processes.
  • Develop options and recommendations to address policy issues through budgetary resource allocation, improved management systems, and program oversight; identify and evaluate impediments to implementing policy direction and formulate alternative approaches; advise and assist in the administration of policy and operating guidelines.
  • Review organizational structures, human capital plans, performance plans, and financial management and information technology systems to support long-range program and policy development and goals.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

You may qualify at the GS-12 level, if you fulfill one of the following qualification requirements:

A. One year of specialized experience equivalent to the GS-11 grade level (or comparable pay band) in the Federal service or equivalent experience in the private sector that demonstrates: experience in applying analytic disciplines, such as economics, engineering, finance, or statistics, to policy challenges in highly technical fields or sectors; capacity to analyze an array of civilian nuclear energy technologies and policies individually and within a broader energy policy context; understanding of federal energy programs and the commercial energy sector.

Such experience must include, but may not be limited to:

  • Developing concise objective analyses that include public policy considerations and technical information
  • Synthesizing qualitative and quantitative data from an array of sources
  • Formulating strategies to improve the efficiency and effectiveness of programs and program operations
  • Presenting analysis and recommendations to leadership succinctly and effectively, and
  • Demonstrating effective time management and teamwork.
B. There is no education substitution for experience at this grade level.

You may qualify at the GS-13 level, if you fulfill one of the following qualification requirements:

A. One year of specialized experience equivalent to the GS-12 grade level (or comparable pay band) in the Federal service or equivalent experience in the private sector that demonstrates: advanced experience applying analytic disciplines such as economics, engineering, finance, or statistics, to policy challenges in highly technical fields or sectors; proven ability to analyze an array of civilian nuclear energy technologies and policies individually and within a broader energy policy context; and knowledge of federal nuclear energy programs and the commercial nuclear energy sector.

Such experience must include, but may not be limited to:
  • Developing concise, objective analyses that include public policy considerations and technical information
  • Synthesizing qualitative and quantitative data from an array of sources
  • Formulating strategies to improve the efficiency and effectiveness of programs and activities
  • Presenting analysis and recommendations to high-level decision-makers in a clear and succinct manner; demonstrating capability to lead outside immediate area of expertise and provide assistance to less experienced staff
  • Applying negotiation skills to successfully reach agreements and
  • Multi-tasking effectively under short deadlines to produce accurate, quality products.
Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
