  • Performs moderately difficult and complex assignments consisting of well precedented tasks to further orient the employee in the application of occupational principles, methods, and techniques

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Quality Assurance Series 1910.

This position may be filled at the GS-9 or GS-11 level. Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. In order to qualify, you must meet the education and/or experience requirements described below

SPECIALIZED EXPERIENCE:
GS-09

Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Specialized experience which includes monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas; Reviewing production activities and capabilities in light of contract quality requirements; Reviewing written quality or inspection procedures for adequacy, and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans.

OR
EDUCATION:
I have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. with a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. COMBINATION OF EXPERIENCE AND EDUCATION:

I have or will have within 120 days of the closing date of this announcement, at least one year of specialized experience at the GS-09 grade level (or higher) or equivalent in other pay systems. Specialized experience which includes analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system; Verifying by test or inspection, using sampling inspection or intensive product inspection techniques; Identifying inadequacies; Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods; Investigating customer complaints and deficiency reports, and providing identification of causes to appropriate authorities; Reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals; Reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections.

EDUCATION:
I have successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of the principles, concepts, and theories of Quality Assurance, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments.

2. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives.

3. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly.

4. Skill in applying the principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments.

5. Ability to communicate clearly, concisely, and with technical accuracy, as well as work in a professional manner with peers and management.

6. Ability to learn and apply analytical investigative techniques to accomplish work in the subject-matter field.

7. Ability to communicate orally.

8. Ability to communicate in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Current or Former Federal Civilian Employees (Includes current Air Force employees): You are required to submit legible copy/copies of your last or most recent SF-50, Notification of Personnel Action, (block 24 must be a "1" or "2" AND block 34 must be a"1"). Additionally, if you are applying for a higher grade (GS) and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the one year time-in-grade requirement so you will need to provide an SF-50 which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-grade Grade/Range Increases, and SF-50s with an effective date more than one year old)
