Duties

Help

The incumbent serves as a member of a team responsible for leading IT infrastructure projects; evaluating and making recommendations for adoption of products, and services that meet agency requirements; developing procurement request and supporting documentation for acquisition of products and services; and monitoring performance against the product specification or statement of work .

  • Performs as Project Manager and Subject Matter Expert on a variety of IT projects and studies, coordinate the efforts of the project teams, and serve as a primary authoritative source of state-of-the-art information technology platforms, products, and services.
  • Monitors project activities for achieving agreed-upon milestones, verifying and validating cost projections, meeting user requirements, and delivering projected benefits.
  • Leads and/or monitors the conduct of broad analytical and evaluation studies, reviews, and analysis of policies, performance, and trends.
  • Initiates procurements for authorized supplies, equipment, and services using micro purchasing methods up to the delegated credit card limit as determined by NSF policies and Federal regulations.  
  • Performs procurement processing activities requiring advanced knowledge of procurement policies and practices, such as methods for conducting market research, preparing detailed specifications, and preparing supporting documentation for large purchase orders.
  • Researches products and equipment; reviews and evaluates the technical merits and completeness of bids, quotes and proposals from vendors and contractors; and serves as a technical liaison between the contractor and the contracting officer representative.

Qualifications

Basic Requirements:

Applicants must have ITrelated experience (which may be may be obtained by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate) demonstrating each of the four competencies listed below:

Oral Communication ‐ Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving‐ Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to the competencies, applicants must meet the specialized experience listed below:

For the GS-13 level you must have at least one year of specialized experience equivalent to the GS-12 level in Federal service. Examples of specialized experience include: As an information technology project manager, develops project plans and schedules, set priorities, monitor and assess performance and results, and direct task progress; develop statements of work and similar project specifications for new tasks, ensure that task orders are consistent with policies, and plans; serve on evaluation panels for contractor proposals

In addition to meeting the competencies and the specialized experience requirements described above, this position has a selective factor(s).  Selective Factors are special qualification requirements, in addition to the minimum requirements, that are essential in successfully performing the duties of this job.

Selective Factors - Applicants must possess:

Within an organization (agency, company, non-profit): Experience leading IT infrastructure projects that involve documenting the requirements; identifying and recommending solutions that meet the requirements; initiating procurement actions for products and services; scheduling and coordinating the migration of capabilities to the production environment; and monitoring vendor and contractor performance against the product specification or statement of work.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
