Duties

Help

As a Senior Compliance Specialist, you will:

-Develop and review policy issuances, regulations, guidelines, and public statements related to compliance procedures, systems, and enforcement of the Architectural Barriers Act (ABA).
-Prepare legislative, regulatory, and administrative recommendations for the General Counsel, Executive Director, and the Board pertaining to compliance issues; analyze related pending legislation and administrative regulations; prepare legislative and administrative testimony and reports on compliance issues for the Board, the Executive Director and the General Counsel.
-Advise the General Counsel and Executive Director on the most effective means of ensuring compliance with the accessibility standards under the ABA.
-Advise the General Counsel and staff on measures to resolve ABA complaints, particularly in cases involving novel or complex issues; personally participates in and leads investigation and resolution of ABA complaints, including negotiation of agreements.
-Establish and maintain effective contacts with high-level (sub-cabinet) Federal representatives and Presidential appointees.

Qualifications

You must meet the following requirements within 30 calendar days of the closing date of this announcement.

Specialized experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience or General experience for this position includes: 

- Experience analyzing and applying disability rights laws, regulations, and standards that govern the accessibility of public buildings and facilities to individuals with disabilities, such as the Architectural Barriers Act (ABA), Americans with Disabilities Act Standards for Accessible Design, American National Standards Institute (ANSI), and Uniform Federal Accessibility Standards (UFAS), and similar accessibility standards; AND
- Experience independently planning or conducting investigations involving enforcement of accessibility requirements for federal buildings or similar facilities; AND
- Experience conducting outreach with senior-level officials, national or regional accessibility coordinators, or similar individuals to facilitate compliance with a civil rights enforcement program and accessibility requirements.


In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14 you must have been at the GS-13 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.
