  • This position is designated as a key position IAW AFI 36-507. Duties of the position are essential to the accomplishment of wartime/contingency operations. (CONT)
  • (CONT) Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. (CONT)
  • (CONT) IAW, DoDI 3020-42, Defense Continuity Programs. ME personnel report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release.

Qualifications

QUALIFICATIONS: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Standards for General Schedule Clerical and Administrative Support, Supply Clerical and Technician Series, 2005.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes knowledge of an extensive body of policies and procedures governing the overall management of the FMF fuels account function. Knowledge of steps and procedures needed to perform duties, to ensure all actions are accomplished and if problems exist, to identify other alternatives as needed. Knowledge of standard processes and procedures for evaluating program efficiency to implement processes to improve programs. Knowledge of duties, priorities, commitments, policies, and program goals of the organization sufficient to perform non-routine assignments, such as independently noting and following-up on commitments made at meetings/conferences; advising others on preparing correspondence, requirements for various reports, and interpreting new instructions and procedures; locating and summarizing information from files and documents that requires recognizing which information is or is not relevant to the problem at hand. Knowledge of correct grammar, spelling, punctuation, capitalization, and format to prepare and edit written correspondences and reports. Knowledge of various office automation software processing procedures and function keys to produce a wide range of documents that often require complex formats, such as graphics or tables within text, to edit and reformat electronic drafts, and to update and revise existing databases or spreadsheets.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Knowledge of all aspects of fuels operations, servicing equipment and facilities.
  • Thorough knowledge/experience with BLSA (Base level support Applications) Fuels Manager Defense, Fuels Manager Operate, DoD FM-AE, Enterprise fuels, and Microsoft office computer programs.
  • Thorough Knowledge of Fuels Management career field and operations, IMP, REPOL and DLA-E policy and procedures and DWCF (Defense Working Capital Fund), preferred.
  • Ability to communicate effectively, both orally and in writing. Able to clearly communicate with outside agencies and follow oral and written instructions.
  • Knowledge of public laws, local laws, fuels management standards, policies, regulations relating to environmental issues affecting fuels operations, quality assurance principles and environmental regulations and laws.
  • Knowledge of facility and infrastructure to support environmental compliance and quality assurance initiatives, security, safety, fire, and health guidelines and regulations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Current or Former Federal Civilian Employees (Includes current Air Force employees): You are required to submit legible copy/copies of your last or most recent SF-50, Notification of Personnel Action, (block 24 must be a "1" or "2" AND block 34 must be a"1"). Additionally, if you are applying for a higher grade (GS) and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the one year time-in-grade requirement so you will need to provide an SF-50 which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-grade Grade/Range Increases, and SF-50s with an effective date more than one year old)
